Congress hits back on RGF donation, tells BJP to 'live in 2020'


New Delhi, Jun 25 (IANS): After the BJP cornered the Congress on the Rajiv Gandhi Foundation (RGF) receiving donations from the Chinese Embassy here, the Congress responded that "the BJP should stop living in 2005" and alleged that the ruling party is adopting "diversionary tactics" to avoid answering questions on the Chinese transgressions in Ladakh.

Congress chief spokesperson Randeep Surjewala said, "Please stop living in 2005 and start answering questions in 2020".

The chairperson of the RGF's board of trustees is party interim chief Sonia Gandhi , while its board includes former Prime Minister Manmohan Singh, former Congress President Rahul Gandhi, former Finance Minister P. Chidambaram and Congress General Secretary Priyanka Gandhi, among others.

The Congress countered the BJP on its allegations on RGF, saying "don't adopt diversionary tactics instead of answering the questions raised by the Congress," said Surjewala.

The controversy erupted after BJP alleged that "Donations showed results soon after. RGF did not just one but several studies on how a Free Trade Agreement between India and China is desirable and required. Studies argued that India needs the FTA much more than China and should pursue it as part of its efforts to improve bilateral relations! " said Amit Malviya, head of the BJP's IT cell.

The Congress posed counter questions and asked "Why is the government mum about Chinese presence in eastern Ladakh area, in the national interest the nation wants to know the answer to these questions instead of diversionary tactics of the present BJP government."

Surjewala said "I can ask Prime Minister Narendra Modi and his government, is it not true that the only Chief Minister (as Gujarat CM) who visited China 4 times is none less than Prime Minister Modi, the only Prime Minister who visited China five times is Prime Minister Modi, the only Prime Minister who called the Chinese premier three times is Prime Minister Modi."

The Congress alleged that meetings between BJP and RSS with Chinese delegations were "anti-India". as the opposition party posed a barrage of questions to the BJP.

Is not true that Rashtriya Swayamsevak Sangh held a consultation in 2009 with Chinese Communist Party and did not Rajnath Singh receive and hold a meeting with Chinese delegation in 2008? Is it not true that then BJP President Nitin Gadkari on January 19, 2011, led a delegation to China and held consultations?

"Are these consultations anti-India? Is it not true that BJP sent a 13-member parliamentary delegation to China to study their political system, were these anti-India activities?" asked Surjewala.

    The problem with BJP politicians is they live in past. On the Ayodhya temple they are stuck in 1500 AD. On China policy they are stuck in 1962. BJP does not have a view on any issue for the 2020 AD.

    The Disaster Management Act of 2005 envisages public contributions to the National Disaster Response Fund (NDRF), which, unlike PM CARES, is subject to CAG audit and RTI. Fifteen years after the NDRF was created, still awaits bank account in to which public contributions for disaster relief can be deposited.
    The Supreme Court issued notice to the Centre on a petition seeking transfer of all donations received by PM CARES for the fight against COVID-19 – officially described as a national disaster – to the NDRF, which, as a government fund, is not just subject to audit by the Comptroller and Auditor General but would also unambiguously be subject to greater transparency under the Right to Information Act.
    Like the Prime Minister’s National Relief Fund (PMNRF), which has existed for disaster relief since 1948, the PM CARES fund set up during the lockdown by the prime minister is opaque about how donations received from the public are to be spent.
    At the same time, the NDRF, set up under the Disaster Management Act, 2005, has not even put in place a mechanism to collect funds from the public. PM Modi you owe the country an explanation for this highly unusual step.

    The BJP government has lost its rights to question on Congress 'Rajiv Gandhi Foundation (RGF)'.

    1. Why not simply rename PMNRF as PM-CARES, given the PM's penchant for catchy acronyms, instead of creating a separate Public Charitable Trust whose rules & expenditure are totally opaque?

    Look at the difference between the income & expenditure of PM Relief Fund from 2014-2019. Looks like there are some 2200 crores lying idle in this account.

    2. Let's ask Dear Leader to spend this money first before donating in his fancy new bank account. Does he really "care"?

    3. Why there is need to create 'PM Care fund' , when the government is not transparent on funds?

    Don't divert the main issue like surjewala. Why khangress took money from Chinese embassy as well as coonunist party of China in 2005 in Dollars. Why they did not publish it then? Why khangress made MOU with CPC and not GOI with Govt of China? If there is nothing to hide why they publish the MOU in public domain the details of MOU

    Modi as the then CM of Gujrat visited China 4 times to get trained in Godhra carniege. As PM visited China 5 times to get trained in dictatorial rule like China. 13 member BJP team visited China to study China's political system which is communism. All these visits are anti- India activities and get huge funds for those activities. BJP has to come clean with this subversive and illegal money laundering business.

    Was there any secret agreement with China during those 4 visits? What about time of donations to RGF and its recommendations for having FTA with China? Particularly when khangress was in power from 2004 to 2014 what was the need for Khangress to have an MOU with communist party? More over why it was mentioned that MOU should adher to the family of Nehru /gandhi
