Prostitution per se is not an offence, soliciting or carrying on prostitution at a public place is an offence. The police don't have any other business except conducting illegal raids and arresting people who have not involved any offence.

After all offences are bailable and in many cases they the accused are released on executing a person bond or on cash security.

The raid in this case shows the ignorance of law of the police.
