This is a highly commendable demand and should get an endorsement from the entire Konkani speaking community. Perhaps learning of Konkani could be made easy for those who do not know the Kannada or other indigenous scripts by using the Roman script which is the global scripta lingua and most people around the world write in that script, including a large section of Konkani speakers of Goa.
Basic Teach Yourself Konkani through English is likely to be available soon.

Why will the CM be advised to throw the papers? There are also many Konkani speakers in the organizations you have mentioned. Konkani is not the monopoly of one particular community.
