Arjun Singh Sent Anderson Out to Protect Law and Order: Pranab


Kolkata, June 13 (IANS) Finance Minister Pranab Mukherjee Sunday said that then Madhya Pradesh chief minister Arjun Singh had decided to send Union Carbide Corporation CEO Warren Anderson out of Bhopal in view of the deteriorating law and order situation after the gas tragedy in 1984.

Mukherjee, speaking to reporters here, quoted Arjun Singh's statement on Dec 8, 1984, five days after the gas leak at the Union Carbide India Ltd's pesticides unit in Bhopal that killed an estimated 25,000 people over the years.

"In his statement, Arjun Singh had clearly said there was deterioration of law and order... Therefore it was thought right to send him out of Bhopal. Arjun Singh made the statement Dec 8, 1984 as chief minister," said Mukherjee, the number two in Prime Minister Manmohan Singh's United Progressive Alliance (UPA) government.

On the question of extraditing Anderson, he said: "The question of extradition has come up. We will explore the possibility of extradition."

He refused to comment on the verdict delivered by the Chief Judicial Magistrate's Court in Bhopal June 7, but said the government will go to a "higher judiciary".

Singh has not broken his silence on issues related to the gas tragedy since the court June 7 convicted seven accused in the gas leak case. However, they were sentenced to a mere two years in jail and were immediately freed on bail.

Anderson, a proclaimed offender in India in the 1984 chemical disaster, is currently in the US.

The Congress has been facing uncomfortable questions on who had ordered Anderson's extradition hours after his arrest in the aftermath of the tragedy, with some suggesting that he was allowed to go out of the country following a directive from the central government.

On the intervening night of Dec 2-3 1984, poisonous methyl-iso-cyanate gas leaked from the Union Carbide plant in Bhopal, killing thousands immediately and many more over the years and maiming numerous others.

    He he... and now at the age of 91 they want to bring anderson back..when his one leg is in land and the other in Grave ?... jai who secular now and who is Maut ka saudagar ?..weather Modi who is charged for Death of 700 odd muslims ? or congress who let go the main culprit who are responsible for more than 4000 deaths and permanant diabilities which is affecting the current and future generation of the surviving victims ? what do you want to prove by gettin him now at the age of 91 and what more can you do to him ?

    What India will do with Anderson, who is ailing and 90 yrs old?

    Anyone who has worked in a production set up will sense that it is a operations blunder. Carelessness and inadequate precautions, inspite of knowing the consequences, are the main reasons. HAZOP study was conducted on the plant but no follow up was done.
    That squarely puts the blame on UCIL, the Indian branch.
    From Keshub Mahindra plus the Operations Manager to Foreman at the time of the accident will be naturally held responsible. Anderson, is too removed from the day to day working of the plant, and that is the reason that Anderson came to India, otherwise, he would have definitely avoided visiting.

    Second part of this case is what lessons learnt from this accident. Presently India is looking for Atomic Energy. Again, it is a high risk business. Disasters will take place, that is accepted by all. India should be very careful in framing the suppliers liability and operators liability. US businessmen and operators are looking to reduce their liability and forcing Indian Government to toe the line. Hope Indians will not give-in too much, and accept only money as compensation. The clean-up process, and rehabilitation of the effected people is a big expenditure.

    We all know that Chernobyl plant and surrounding areas are still inhabitable even after such a long time. God forbid, if such accidents take place, India can not play the blame game later.

    Fantastic. Very convenient excuses to escape. All that has been happening over these 26 years is a big eye-wash and ever since the verdict has been given passing the buck from one body to the other with no one taking ownership or responsibility of the issue. Had this type of incident taken place in the EU or North America, justice would have been quick and swift. Lets not forget this was the worst industrial disaster in history and the effects are still on.

    What a shame Pranab babu? Anderson could have been put up in high security Tihar Jail or better still Presidential Palace. Stop jocking. Why don't just admit that a mistake was done by the then government? Every one knows that India was economically very weak at that time, Russia was losing its strength and India could not afford to antogonise USA. And why blame Arjun Singh? He got a call from "some body" to release Anderson
