Bengaluru: KARC-2 recommends abolition of four regional commissioner offices

Bengaluru, Jul 4: The Karnataka Administrative Reforms Commission-2 (KARC-2), in its first report submitted to the state government on Saturday July 3, has recommended abolition of four regional commissioner offices and transformation of Atalji Jana Snehi Kendras (AJSKs) as the single-window agency for citizens for nearly 800 online services of all departments, among other things.

KARC-2, led by retired chief secretary T M Vijay Bhaskar, made 856 recommendations for better administration of the state.

The commission recommended home delivery of ration to public distribution system (PDS) ration card holders for a nominal fee if they opt for it, and handing over authority of auctioning vehicles confiscated by transport commissioner to the transport department.

The reforms commission recommended abolition of all the four offices of regional commissioners and establishment of one revenue commissionerate.

The recommendations pertained to three key departments - revenue; food, civil supplies and consumer affairs, and transport, which account for a major chunk of all applications for citizen-centric services.

The commission recommended making available around 800 services through Bangalore One, Karnataka One, Gram Panchayat Bapuji Seva Kendras and Common Service Centres.

Other recommendations include:

- Village accountants to be renamed as village officers. The jurisdiction of village accountant can be merged with that of limits of gram panchayat

- Amendment to Motor Vehicles Act to permit the transport department to e-auction vehicles confiscated by the transport commissioner. Right to the department to auction the confiscated vehicles, without waiting for court order, if the fine on confiscated vehicles is not paid on time

- Installation of QR code-based credit or debit card machines at RTO offices to save time

- Birth and death registration process to be coordinated with ration card database. Thereby the list of family members should be renewed automatically.

    Most of the government departments are doing superfluous work or doing work relating to calculating their salaries, allowances and other benefits. It is high time they overhaul the entire system and induct staff on contract basis. This way non-performers can be weeded out. IAS,IPS,KAS etc are all irrelevant in modern administration. It is a colonial system which is being perpetuated as our politicians have zero idea about administration. For any administrative reform they nominate a few IAS officers to decide and they will never reform the system. Recently an IAS officer was caught for constructing a swimming pool in her official residence, but nothing happenned. Now, with public funds the half complete pool will be completed and future officers will enjoy at taxpayers expense. Let us adopt proposals like what Mr. Melroy has mooted. The elected representatives should choose their team and discharge all functions, if the people find them inefficient they will be replaced in the next elections. In most Western countries they have adopted the contract system of employment in all departments, including Police very successfully. The Judiciary should also be staffed on contract basis from qualified lawyers. They have to clear a fixed number of cases every month, or quit. All kinds of holidays, adjournments and several layers of appeals all are crippling the administration and the common man is in misery. Somebody needs to reform this nonsense.

    The MLC governor corporation political chairman Development authority likr muda, and many are not required. All works to be carried tender and conditions favourable to government treasury. The central government should ban all notes and coins only allowed. All types of payment should be in digital form. Now people also started. The system beginning difficult to people. But once they know advantages they opt. The system is beneficial only to black marketers. The pension of MP MLAs and medical beand land allotments to be cancelled.The bank and public enterprises loot money in car funds . this to be cancelled

    Excellent. Also scrap all the leftover carry forwards of the British Raj such as the lazy, pompous, arrogant, imperious, taxpayer money draining, inefficient & unaccountable IAS, IPS, KAS,KPS. Scrap the DC, ZP, TP, CP, SP, panchayat offices and all their appurtenances. Scrap central planning. Create urban and rural councils , directly reporting to the State govt., all with full decision making, revenue generating, administrative and own policing functionality. Thus each council will be autonomous units of the state competing with each other to be the best. Scrap all IAS secretaries of the govt. An elected MP will be made secretary of a ministry, he will select a competent team from the open market on a hire or fire basis because he has to achieve results or he will lose his post and his entire team will go with him. Thus the “from cradle to grave” job mindset of the IAS /IPS will finally get a burial and they will begin working. All ministries and govt. depts. will be trimmed to make them fighting fit. All the British Raj and Shahenshah Durbar style perks of the IAS, IPS, MLA, MP will vanish and they will be paid market rate salaries and perks competing with the best private companies. They will drive their own car, or employ a driver, they will carry their own bag or employ a darban, rent their own apartments; all at their own cost from their own bank accounts. The councils will work similarly, an elected rep. will head the dept. and be fully responsible for everything under him, he will select a competent manager and team from the market to run the show and hold him responsible if something goes wrong. Read solutions to India’s problems by Sanjeev Sabhlok (resigned IAS, resigned as economic advisor to govt. of Victoria,Australia) in his book “Breaking free of Nehru” in line with best practices followed by developed nations all round the world.
