First the dept needs carry out an on field audit to check for agriculturists receiving free electricity, even after selling a major part of their farmlands to developers. Secondly, check for those people using free electricity for illuminating the houses, gardens, instead of pumping water for agriculture.

Not a single day ... (rain or no rain) goes by when there's no power jerk/disruption/fluctuation a minimum 5 times a day causing untold hardships to residents and potential loss to their costly electronic gadgets despite installing stabilizers/inverters. This was and will always remain a perennial issue in the entire state due to severe load shedding/stealing of power through unscrupulous methods via the linesmen and other department people who get their palms greased for a few pennies. The major reason for this is due to the slack lackadaisical irresponsible sleepy and callous attitude of the citizens of the State of Karnataka who adopt a care a damn attitude and have taken it in their stride to ignore this with a Nelson's eye instead of revolting and getting things sorted out.

Since govt appears to have woken up they should seriously consider solar panels especially for rural north Karnataka which has high sunlight and low monsoon.
