Congress MLA H K Patil seeks SC judge-led probe into 19 lac 'missing' EVMs


Bengaluru, May 9 (IANS): Senior Karnataka Congress leader and MLA H.K. Patil called on Legislative Assembly Speaker Vishveshwara Hegde Kageri on Sunday and sought a probe into the issue of 19 lac "missing" Electronic Voting Machines (EVMs).

A delegation led by Patil submitted a memorandum to the Speaker, demanding that the probe has to be conducted by the Special Committee headed by a Judge of the Supreme Court.

Patil stated that he had submitted 2,750 pages of documents in this regard. The document comprised the RTI replies by the Election Commission of India (ECI) and issues that have been taken up by the courts.

Addressing press conference after submission of documents, Patil expressed his anger over inordinate delay in taking up petitions by the courts regarding election petitions and EVMs.

"There has been debate in the country and the issue is surrounded by too much of confusion. The ECI should organise ethical hackathon in Vidhana Soudha (Legislative Assembly)," Patil said.

"I have raised issues related to financial transactions that are taking place within the Election Commission. I have also discussed about voters being paid through digital platforms," he asserted.

"In backdrop to this, we have urged to form a special committee headed by a Judge of the Supreme Court to look into the matter of 19 lac missing voting machines. I have provided inputs of Public Interest Litigation (PIL) submitted by RTI activist Manoranjan Roy," the Congress leader told the mediapersons.

"EVMs which are older than 15 years should not be used. There had been a committee report in 2007 on how to dispose old EVMs. From 2007 to 2018, for 12 years, the Election Commission turned a blind eye to this recommendation," Patil said, adding that the Speaker should issue summons to the Election Commission and resolve this matter.

    My humble request with International court to interfier with EVM because in presence of PM Narendra you cannot get justice from law 100%.

    EVMs are paperless, quicker and less cumbersome than paper ballots... But just like any gadgets they can be tampered with by expert persons... We don't have elections on a daily basis... Manual counting will take a bit longer but more transparent and they are used in most advanced democracies... My personal opinion is that we must go back to paper ballots once for all...

    Until the missing EVM s are located or destroyed all future voting should be held only through ballots to stop misuse of these missing EVM s. There have been reports of the machines in BJP party members vehicles along with VVPATS in UP during election time, trucks were roaming loaded with EVM s even after all the machines got deposited, it points finger at EC collusion. Unless Supreme Court takes up this issue immediately elections for state or Lok Sabha elections won't be out of suspicion and blames of compromised EC helping ruling party with all its election schedule to counting process is a possibility which can't be ruled out. The machines are to be tested after cooling period of 3 days after which they can be programmed to switch votes. Cross verification of all VVPAT slips with voting machines whenever a count is disputed should be modified. The control unit shouldn't be connected through VVPATS but directly from voting machines which can prevent program option of VVPATS interfering in vote deposit mechanism.
