Threat ( death threat or serious injury threat) are covered under various sections of IPC eg 503,506,507 etc all are non-cognizable (except in certain states like UP and Telengana) which means police cannot even investigate , leave apart arrest a person without an order from a magistrate. This could be the reason why offenders come out so easily and they get enough time to destroy evidence.

IPC is applicable to the whole country, but as law and order is a state subject, states can modify it for their state. I am not very sure of the legal implications.

Nupur Sharma and Navin Jindal also receiving series of death threats. There must be a reason behind threats although it is a crime.
