Udupi: No realization of shelter for poor, only 52% progress in last seven years

Udupi, Sep 15: The contribution of local organizations of the district to realize the dream of housing of poor people has not crossed 52% in the past seven years. PM Modi had announced that all Indians will have shelter by 2022.

Though PMAY (Pradhan Mantri Awaas Yojana) was implemented in 2015 for city dwellers with an yearly income of less than Rs 3 lacs, only 965 houses have been built in the past seven years against the target of 1868.

Under 40 schemes, 1868 houses are approved in the limits of Udupi city municipality, town municipalities of Kundapur, Karkala and Kaup. In all, 1857 people were selected and 1856 houses were geotagged. But after seven years ,609 houses are still pending construction.

Foundation has been laid for 125 houses while 104 houses are at the lintel stage. Only 54 houses have walls erected and roof work done. Though an awareness campaign was held among the beneficiaries from May 15 to June 15 in the district of Udupi, only 101 houses have seen progress.

The union government is providing a total of Rs 1.5 lac in four installments while the state government is giving Rs 1.20 lac. For SC and ST, the state is giving Rs 2 lac. For every beneficiary, the union government is providing Rs 37,500 and state government Rs 30,000 in one instalment. For SC/ST the instalment amount is Rs 50,000.
In Saligarama town panchayat the target is 173. However, only 107 houses have been built so far.

In the Karkala constituency represented by minister Sunil Kumar only 120 houses have been built against the target of 290.

Even if the notice is given, the people are not willing to build houses. If the application is rejected and fresh applications are called, the process gets delayed. If Aadhar is updated, such beneficiaries cannot be omitted. So the project is limping.

Balakrishna Shetty, CITU state secretary said, “In the district of Udupi there are 25,000 shelterless and landless people. Various schemes of the government are limited to only advertisement, election manifesto and promises. There is a lack of will to identify the eligible financially poor people and provide them facilities as promised.”
