'Offensive Matter on Facebook, Twitter will be Removed'

New Delhi, Dec 6 (IANS): The Indian government will not allow social networking sites like Facebook and Twitter to host "objectionable" content and will take steps to screen and remove these, Communications Minister Kapil Sibal said Tuesday.

Sibal said this a day after representatives from Facebook, Twitter, Youtube and Microsoft during a meeting with him declined to remove offensive content.

Sibal said some of the content available on these sites could hurt the religious sentiments of a large section of communities in India. "Religious sentiments of many communities and of any reasonable person is being hurt because of content which is on the sites," he told reporters here.

The minister said he had first met with officials of Facebook, Twitter and Orkut on Sep 5 to discuss the concerns of the government over objectionable pictures being posted on their sites by users.

The pictures, which were shown off the record, depicted Congress President Sonia Gandhi and Prime Minister Manmohan Singh in a bad light, while some others were insulting to various religions.

"Nobody minds satirical image of any public personality but if you show a certain form of me... this is not acceptable. Even individuals should be protected," said Sibal.

The minister said these firms were hesitant to even share information relating to terrorist activities.

"They will have to give us data, then there will be actions taken. We will ask them to give information. Allow us time to deal with it. But one thing is sure, we will not allow this kind of content," Sibal said on being asked about the contours of the actions to be taken.

Sibal, however, did not say what the steps could be.

The secretary, department of telecommunications, R. Chandrashekhar, had also called a meeting with them on Oct 19 and it was decided that a framework would be prepared for the code of conduct of the intermediary in cases of these kinds of material or content.

"They orally agreed to many of the clauses but in a written reply did not agree to any of the clauses." he added.

After a series of meetings, the companies did not provide a solution to the problem and did not remove the content either, saying that they will take any action only if the ministry came with court orders.

The minister said he did not want to come to the press on this issue but was forced to do so after the New York Times reported that the government was trying to censor these sites, which was not true.

"This is far from the truth. If someone does not want to remove this kind of incendiary material then the government has to do something about it," said Sibal.

According to the minister these platforms should evolve a mechanism on their own to ensure that such contents are removed as soon as they get to know of it.

"This government does not believe in either directly or indirectly interfering in the freedom of the press," he said.

    All these are Included in what is called IT Act of 2000 which clearly states if anything Offensive is found that person will be legally Punishables .In Internet Defmation the Jail term is upto 3 Years .The Person who got affected can surely File a Complaint and already there are cases in Hon Courts in India filed by Digvijay Singh and Rahul Gandhi as well .with the advancement of technology one can clearly find out from which PC/Laptop the Message hasbeen posted

    Todays social media is crossing its limits. I fully support Mr. Sibal to weed out the dirt and crap on the social media sites like Face book, Twitter, orkut and the like.
    Modernity has caused a lot of irritants in normal life and social interacting as pass time is time spent unwisely and wasteful.
    Some kind of Cyber law is necessary to protect the innocent and punish the culprits and abusers...

    I am sure this has nothing to do with religion and more to do with the negative feeling that the public has about the current government. They know very well that the Arab spring and the anti-corruption movement in India were fueled by social media and want to have a control over it. In India everyone has the right to voice his/her opinion and the government(especially UPA2) has no right to regulate it. Please don't make India another China or Saudi Arabia.

    A couple of days back I saw a picture in Facebook - Sonia Gandhi feeding Kasab and in another picture Sonia Gandhi and Manmohan sing were carrying a LPG Cylinder.
    (but one can say these pictures reflects the reality).

    Mr Sibal, the source for Facebook pictures are different. You should take the action for the sources. People upload the pictures to Facebook from other websites. Facebook is just a media and reaches many people. If you control the sources, the head ache is less for you. Same pictures you will find in thousands of sites. What actions you are going to take against those sites? Bring a cyber law that will be common for everyone. Don't target only social networking sites.

    Strict actions should be taken for the ones who writes derogatory statements targeting few communities/religions/linguistic people/iconic people.

    It remembers me of one incident. Some 4 years back four youths were arrested in Pune for writing defamatory comments about Shivaji in Orkut.

    To some extent Mr.Kapil Sibal is right.Because,I received mail yesterday from some unknown person which was showing Mr.Manmohan & Mrs.Sonia in a romantic love mood!! and another picture of Sharad Pawar and Sreeshant (both are massaging their face after a slap).Hope no one misuses FACEBOOK,otherwise chances of getting BOOKED is high.

    Yes we have seen a lot of edited photos in social networking sites, which makes fun of the national leaders, this act of those ill minded persons should be give full stop by bring a strict policy on the information sharing through social network sites, when people are making fun of the Prime Minister of the country by editing his pictures, then where is the value for common people, Good decission by SIBAL..!!

    Dear Sibal, if your govt want to control something ,then control Inflation.There are many things in India where people are protesting for years and the govt never cared but u r very keen for those things which people never bothered and u want to keep them in control? Till now government was afraid of Anna, now they are afraid of the people who voice their concerns about the current socio-political situation. To cover this up they are giving stupid reasons like to safegaurding the religious setiments of the mulitculteral society. Clear Indication that Elections are nearing & this Govt is making us think weather we are leaving in India or North Korea/China. The Govt should be bothered about Scaning & Controlling the Borders first before thinking of controllinig Internet.If you want to improve your image, DO SOME WORK to it. Stop wasting time on internet & travelling.Tell the nation what have you done to get the stashed black money other than behind the doors shifting these loots to better safer heaven as Wikileaks have signalled of revealing the names next year. What about safety for women on the streets today? how has the current govt addressed that issue? can we have a law to have sensible people for govt. positions? The govt should in fact understand the minds of the public. Congress and Kapil have started missing the larger picture, instead of controlling security information which can protect people of India,they want to control free speech, free media. Jai HO
