Bangalore, Dec 7: The ''unparliamentary” remarks of State BJP President K S Eshwarappa against Karnataka Governor H R Bhardwaj on the issue of delay in clearing the State Government’s recommendation on appointment of Justice Bannurmath as the Lokakyukta led to a furore in the Karnataka Legislative Assembly with the entire Opposition staging a dharna.

Though Eshwarappa’s remarks, which were later expunged by the Assembly Speaker K G Bopaiah, the Congress and JD(S) members trooped into the well of the House demanding that the ruling party president must apologise and withdraw his remarks.

However, Eshwarappa remained firm in his criticism of the conduct of the Governor, who he alleged was acting as the agent of Congress party at the Centre and was adopting ''delaying tactics” in the appointment of the Lokayukta. The State BJP chief expressed doubts over the 'motives’ behind Bhardwaj’s decision of forwarding the Government’s anti-cow slaughter bill and a bill on regularisation of illegal constructions in the State to President Pratibha Patil.

''Why should I apologise? What I said is true,” Eshwarappa said making it clear that he was not criticising the institution of Lokayukta as it was a constitutional post. ''But the conduct of the Lokayukta is something I don’t agree with,” he insisted.

Enraged by the BJP leader’s unparliamentary remarks and unrepenting attitude, the Congress Opposition leader Siddaramaih and JD(S) leader H D Revanna led their respective party members to stage a dharna demanding an apology from Eshwarappa as they felt the Speaker’s decision of expunging the remarks was not enough.

The Chief Minister D V Sadananda Gowda, who was present in the House when the entire fracas erupted, contended that he disapproved of the remarks against the Governor, whom he held in high esteem and great regard. However, the Chief Minister said the Government had followed all the prescribed norms in the appointment of the Lokayukta and had even personally met him twice and provided answers to all the clarifications.

''The ball is in the court of the Governor now,” Gowda said during his intervention when JD(S) leader H D Revanna sought to move an adjournment motion alleging that government was deliberately adopting delaying tactics in the appointment of Lokayukta.
 
In the meanwhile, the Governor, while speaking to reporters said the Chief Minister was ''responding well to appoint a spotless judge as the new Lokayukta.”

''I will not take even a minute to ratify the appointment of a judge as Lokayukta if people of the state and the press have faith in him,” Bhardwaj told reporters but added he was in no hurry to address the issue as he did not want to bother the Chief Minister when the assembly session was underway.

The Lokayukta’s post is vacant after Justice V Shivaraj Patil quit on September 19 over a land controversy. The Government subsequently recommended former Kerala High Court Chief Justice S R Bannurmath for the post but his name was not accepted by the Governor following reports that he was alloted site reserved for civic amenities in the Judicial Layout.

    The physical appearence of Eshwarappa suggests that he is always suffering from a hangover. Therefore his comments need not be taken seriously. Guys please excuse him and try to help him. Alcoholic Anonymous is his only solution......poor guy. Jossey! please do not think of chappal pooja for a sick and suffering man, Many guys suffering from the same sicknesss like Eshwarappa are already behind your neck...Please beware and take care of yourself..hahahahaha

    karnataka Lokayukta act is one of the best in India it clearly states First the Government in power should nominate .It is not the Governors power to nominate .In the given circumstances Eshwarappa appears to be correct .But I dont know where Jossey Saldana got Bannurmat as Corrupt ? Bannurmat has got some housing site in his name alotted to him as Judge whereas Corruption means taking money or Land to pass a favour which he has niether been alleged nor complained for .How can she/she say as Corrupt Bannurmat .where as there is a Criminal case against Bharadwaj .we can surely call him a criminal

    Look at Eshwarappa's face. He looks like a goonda and yes he is. Most corrupt and he wants a corrupt person for Lokayukta, so that he can continue his high level corruption again. But His Exellence Bharadwaj the Governor goes according to the law and a clean person and he should be higly honored for his dignity and integrity. Let there be a clean and honest Lokayukta for Karnataka. We are fed up of corrupt BJP government.

    Any person who knows little bit about Karnataka Politics would welcome Eshwarappa's remarks against Governor since H R Bhardwaj himself said once that he is Congress Man first and Governor comes next. If this person doesn’t maintain ethics and integrity of the Governor’s Post then he deserve any comments by even by Lunatics too. But people should restrain from making comments in the name of Honorable Governor, rather they should pronounce him only Bhardwaj. Then everybody’s comments fits to his personality

Even tho Karnataka may not appear in the Guinness record for any other issues,but chances are bright to hold a record for holding maximum "appas" in a single cabinet starting from Yediyoor-appa, Eshwar-appa, katta-appa, karadi-appa, hala-appa, kariya-appa, muniya-appa, land grab-appa... etc....

    Certainly there is "LAKSHMANA REKHA"for everybody's action."SARKARIYA COMMISSION"clearly indicated State -Center's relationship and Guv (institution) coming under this commission's preview.In a Parliamentary type of Govt like of ours, GUV has little say on the issues state towards popularly elected govt of the day.What HR Bardwaj's actions,Guv of Karnataka,under the circumstance is not conducive to the smooth running of the democratical parliamentary type of Govt.CM or PM are holding sovereign power of the state and Federal Govt over any other Constitutional Head.

    Coming to the issue, Lokayukta's appointment certainly by and large lies with CM of the state.First of all the process of ion of the Lokayukta is vague as per my personal opinion.If that process rest with judiciary then such kind of stalemate never happens.

    Ishwarappa's mouth always not in control while speaking in public .Due to his outburst in the House, DVS had difficult time in the House and speaker ordered concerned not to record his bla bla....which itself shows the std of Ishwarappa's point of reference.
