Mumbai airport funnel zone: Government eases redevelopment rules for aging buildings

Mumbai, Mar 27: In a major policy shift, the Maharashtra government has amended the Development Control and Promotion Regulations (DCPR-2034) to facilitate the redevelopment of buildings located in the funnel zone around Mumbai airport. The move is expected to benefit thousands of residents living in aging structures affected by height restrictions near the runway approach paths.

The funnel zone, which includes areas such as Santacruz, Vile Parle, and Kurla, has long faced limitations on building heights to ensure safe aircraft operations. As a result, several old and dilapidated buildings could not be redeveloped, putting residents at risk. To address this, the government has introduced key measures:

• Transfer of Development Rights (TDR): Builders will be allowed to receive TDR equivalent to the unutilized Floor Space Index (FSI) due to height restrictions. This TDR can then be used for construction on other plots across the city.

• FSI Relaxation for Essential Infrastructure: The new rules exempt areas such as staircases, lifts, and open spaces from being counted under FSI, making redevelopment projects more viable.

• Premium Concessions: The government has also announced relaxed premium charges for redevelopment projects affected by height limitations, reducing the financial burden on builders.

Deputy Chief Minister Eknath Shinde stated that this amendment will pave the way for redevelopment not only in the funnel zone but across other restricted areas in Greater Mumbai. With many structures in these localities over 50 years old, this policy change is expected to improve living conditions and upgrade urban infrastructure.

The government has issued a formal notification under Section 37 (1AA) of the Maharashtra Regional and Town Planning Act, 1966, to implement the revised rules. The new provisions are expected to streamline redevelopment approvals and provide a much-needed boost to Mumbai’s housing sector.
