Mumbai, Mar 10: Swapnil Thorat, an Indian Foreign Service (IFS) officer of the 2017 batch, assumed charge as the Regional Passport Officer (RPO) of Mumbai on Tuesday.
Thorat succeeds the outgoing RPO Arjun Deore and will oversee passport services for Mumbai and several parts of Maharashtra under the jurisdiction of the Mumbai Regional Passport Office.

An officer of the Indian Foreign Service, Thorat previously served in South Korea from 2018 to 2023, where he handled the Trade and Investment as well as Public Diplomacy departments at the Embassy of India in South Korea.
He later worked in the Finance Division of the Ministry of External Affairs in New Delhi for nearly two-and-a-half years.
Thorat will also continue to hold additional charge as Head of the MEA Branch Secretariat in Mumbai, a responsibility he assumed in December 2025.
Academically, he holds a Master’s degree in Biotechnology from University of Mumbai. Before joining the civil services, he briefly worked in cancer research at the Advanced Centre for Treatment, Research and Education in Cancer (ACTREC) in Navi Mumbai.
