Mumbai builder arrested for alleged fraud in Jogeshwari slum redevelopment project

Mumbai, May 18: The Economic Offences Wing (EOW) of the Mumbai Police has arrested builder Sohail Abdullah Dukka in connection with an alleged financial fraud involving the illegal sale of flats in a slum redevelopment project in Jogeshwari West.

The case relates to the “One Jogeshwari” Slum Rehabilitation Authority (SRA) project at Behram Baug, where Dukka was reportedly a partner in Unique Developers, the firm responsible for executing the redevelopment work.

According to the complaint filed by Mohammad Momin, the accused is alleged to have misappropriated crores of rupees by independently selling multiple flats outside the agreed financial framework of the project. Investigators said around 10 flats were allegedly sold between 2023 and December 2025 at prices below market value.

Police further allege that payments from these transactions were diverted into personal bank accounts as well as into an account linked to Dukka’s proprietary firm, Unico Traders, instead of being deposited into the mandated project accounts.

Officials stated that the total market value of the flats involved was estimated at around Rs 14.9 crore, while approximately Rs 10.67 crore is believed to have been diverted through these transactions.

Authorities also noted that the redevelopment project consists of multiple residential towers and is governed by strict financial protocols requiring all proceeds from flat sales to be routed through designated RERA-linked bank accounts jointly operated by authorised partners.

Investigators added that Dukka is already in judicial custody in another case registered at the MIDC police station, and further inquiry into the alleged irregularities in the redevelopment project is ongoing.
