United Nations, Jun 9: India on Tuesday strongly criticised Pakistan at the UN Security Council, accusing it of fostering a state-sponsored ecosystem of hostility against New Delhi and using religiously framed narratives to perpetuate anti-India sentiment.
India’s Permanent Representative to the United Nations, P. Harish, alleged that Pakistan operates what he described as an “organised factory of hate” driven by its internal power structure, which he referred to as the country’s “deep state”.

Speaking during a Council discussion, Harish said Pakistan routinely blames neighbouring countries for its domestic failures and claimed that such narratives are designed to mislead the international community. He argued that these attempts would ultimately fail.
He also criticised Islamabad’s reported directive to label groups within its territory with terms such as “Fitna al Hindustan”, calling it state-sponsored misinformation presented through religious terminology. Harish said the use of the term “fitna” was intended to frame political messaging in a religious context to influence public perception.
According to him, such practices reflect a systematic effort to sustain hostility toward India among Pakistan’s population in order to maintain political control and divert attention from internal economic and governance challenges.
Harish further alleged that Pakistan’s military establishment has strengthened its dominance over the country’s political system through recent constitutional changes, which he described as a “de facto consolidation of power”.
He also called for coordinated global action to counter cross-border terrorism, naming groups such as Lashkar-e-Taiba and Jaish-e-Mohammed, along with their alleged affiliates, as continuing threats.
The Indian envoy said international efforts must ensure that organisations such as Islamic State and Al Qaeda, along with their regional proxies, are prevented from carrying out cross-border attacks or receiving logistical support.
The remarks were made during a broader Security Council session focused on Afghanistan, where member states also discussed regional security challenges and counter-terrorism cooperation.
The exchange underscores continuing diplomatic tensions between India and Pakistan at multilateral forums, particularly on issues related to terrorism and regional stability.
