Jaago Mangalore Association to Hold Mass Protest Against Bad Roads on Mar 23

Mangalore, Mar 17: Jaago Mangalore Association has announced a mass protest against bad roads on Friday March 23 at 6 pm. The campaign will be held in two places - entire Mangalore city and nearby places, and Yedapadav Junction.

A press meet was held in this regard by entrepreneur and the co-ordinator of the Association Vijayanath Shetty and other members on Saturday March 17.

It is observed that the tax paying citizens are deprived of good roads due to faulty administrative systems and have become the victims of lackadaisical attitude of the authorities. This mass campaign aims to activate the citizens and prompt the government to be more responsive to the needs of the people.

The protest is being held with the active co-operation of voluntary bodies and trade associations like DK Autorickshaw Drivers Union, DK Bus Operators Association, Kanara Bus Owners Association, Quarry and Stone Crushers Association,  Lions Clubs, Jaycees, Kanara Chamber of Commerce and Industry and Karnataka Rakshana Vedike.

Citizens are urged to participate in this peaceful and lawful means of protest to improve the condition of the city roads.


Why this Protest?

Smooth well-maintained roads are the pride of a locality. Yet, many of our streets are in disrepair. Following are few noteworthy examples:

Kulshekar flyover - construction is stuck for years and has become an eyesore.

Bangalore - Mangalore sector - Ghat section is unmotorable; after monsoon the entire road will become unbearable.

Udupi - Mangalore sector – no action taken to improve the road

Mijar - Bridge near Bolechar School (near Alva's Ayurvedic): in broken condition since one year, no repair done.

If a road gets into bad condition, the administration takes one year for tender, and one more year for repair. Then the road lasts only a year. So in this cycle of 5 years, citizens get to enjoy a good road only for one year. Also, the roads are repaired as per particular specifications, irrespective of the citizens' requirement. Narrow roads cannot be widened even if space is available. Hence the repaired roads are not up to mark.

If a contractor does extra work to benefit the people, he is not paid and his bills as per tender are also stuck for 8 months to one year. The government takes 100% road tax before a person actually get the delivery of his vehicle (around 12% to 19% of the vehicle cost) and if he does not pay taxes the vehicle is seized immediately and he is  fined. Then shouldn't the roads be in good condition?

 

Whom to Blame: The SYSTEM!

After careful study the Jaago Mangalore Association has come to the following conclusions:

No co-ordination between government departments - hence delay in budgeting and tendering.
Lack of planning and initiative (Not discussing with locals and Panchayath)
Nonpayment of dues to contractors for a long time hence contractors not taking interest
Poor quality of work and material, poor SSR rates which discourage good contractors from taking up the job.
The administrative system responsible for road maintenance has to be flexible. In the present system, the standard procedure is followed for all types of road work, irrespective of the nature of work. Getting sanction for a minor road repair could take as much time as a major road laying job. The tendering stage goes on for years resulting in delay. And after the road is repaired, it last for only 1year.

Let's change the system for better, longer lasting and immediate good roads.


What the Association Demands

Since the economy of India is booming right now and funds should not be a problem,     

The city requires -

Immediate action - Repair of damaged roads
Change in road specifications - New roads should be maintenance-free for 15 years
Introducing fast track procedures to provide immediate relief to citizens
Timely payment of bills so that contractors take interest
Sanction of sufficient budget to allow for alterations and improvements during the road laying process.


Target

All citizens of Dakshina Kannada should get good roads - main roads as well as village roads - by December 2016 with maintenance free for minimum 15 years.


The Protest

In Mangalore city and nearby places: The Association requests all citizens including villagers, students and children to drive their vehicles like cars, trucks, tempos, buses, rickshaws, scooters, bikes, cycles and even bullock carts to the main road close to their house or wherever they are at the moment, on March 23 at 6 pm and stop their vehicle and all other vehicles plying on the road only for five minutes while honking loudly, continuously, simultaneously to show our strength and concern. Please assemble by 5.45 pm itself.

At Yedapadav Junction: Here blockade will be put on the half-kilometer stretch from Yedapadav Junction to Mijar for 30 minutes and traffic will be freed subsequently.

Be a part of this drive to make the system responsive to the needs of the people.

All bus / truck / auto association members, students, school children, villagers, panchayats, bhajana mandals, clubs, yuvaka mandals, mahila mandals, temples, churches, mosques are requested to form groups and participate along with all suffering citizens to make it a success and to show the frustration of so many years.

    PLEASE, WE NEED A PROPER FOOTPATH IN MANGALORE. ROADS ARE WIDENED, THERE IS NO PLACE FOR THE PEDESTIRAN TO WALK. CHILDREN WALKING TO SCHOOLS ARE SUFFERING BADLY. GOOD MOVE OF SILENT PROTEST.

    Peaceful protest is every Indian Right. BUT Protest by HONKING is Depriving peaceful living for ALL. Please Understand this and shift your mode of protest. Please do not HONK in front of Schools/ Colleges / Hospitals / Temples / Churches... Right to live in Peace is also fundamental right. Think about those who do not have vehicles ....Mr. Shetty ...pls resort to other mode of protest...

    I hope all of you do not HONK and disturb peace.. Only ENT doctors and hospitals will be benefitted by this cruel way of protest...DAIJI Team...your support and help needed in this to curtail decibal/noise pollution in city limits..

    Inastead of supporting for and fighting on for party based and communual issues, all organistations like KFD, PFI, BD, RSS, SRS and the like should come together in one single platform and fight the bad practices, corruption, fight for justice, fight for social equality, fight for good pothhole free roads, etc.
    If the fight and voice is in the larger interest of society, I am sure everyone would benefit. We need such organisations at all levels from village to Delhi...

    Many many thanks to JAAGO MANGALURE ASSOCIATION. We need someone to come forward to solve these issues as the Government and the local municipality are not doing much for the improvement of the city or for anything. I travel with my family every year from New York to Mangalore via Mumbai but there has been not much improvement but only thing I see more fly-overs being built at a very slow pace causing traffic jams and above all fatal accidents.

    The said contractors who are given the job should be given a time frame or they should be penalized and worst comes to worst their contract should be cancelled. This is happens in the US. Contractors are given the job but they have a time frame and if the job is done before they get a bonus and also they are supposed to give a guarantee of the job. If it is not done right the contractor goes to jail. Of course this can never happen in India as these contractors have to greese the palms from top to bottom.

    I wish JAAGO MANGALORE ASSOCIATION and I am one of your supporters like many other overseas persons. I see some comments about this party did this and that party did that then if they did why this protest. Maybe they did in your home town and you are happy about it but think about the unfortunate ones.

    Every time I come to my Native i had a very bad experience travelling on MAIN ROAD from Mangalore to Udupi. I was wondering our Coastal Karnataka people are highly educated but unable to come out protesting for very bad road. I am basically working for the specialized civil project around India and abroad and we just scrap all the new bridges made in-between mangalore and surathkal. These Bridges are in pathetic condition with no alignment, no level looks like will fall today or tomorrow. i don't understand why there is no project management consultancy for this project. the quality of the Roads in Bihar/UP is much better then these roads. contractor/politician/Bureaucrats have just looted the money and we people are so selfish and not ready to fight back. silent protesting will not work here. we need to take hard stance to get things right.

    There are so many reasons for such a pathetic state of affair of our roads, repeating the same mistake year after years. Why countries poorer than India, like Thailand having more heavier rainfalls have better roads and clean environment around them?
    The road surfacing contracts are given to the lowest bidders and that too with a kickback. They don't see the track record of the contractors and their financial standing. The contractors have to do major portion of the road work with their own financial arrangements because the Govt authorities are very bad pay masters and at each step they have to grease the palms.
    The flyover they have completed is an eye sour, the concrete surfaces are uneven, two spans are not aligning, and the side parapet walls of the flyover appear like neglected orphanage building staircase railings. In fact most of the flyovers lack the final touch, they are opened to public with 10 to 15% work still pending and that makes a big difference in their external appearances.

    Let the assessing authorities from the Govt along with the Builders Association Engineers and members of the Local Task Force workout the basic cost with material use details and fix the minimum bidding rate and the strict mode of payments with counter bank guarantee for the balance payments. well reputed, clean chit contractors with latest road laying equipments and financial position in the list of bidding contractors. The contractor should give stringent undertaking for faulty work and minimum life span of the work. The Builders Association Engineers and the members of the Task Force should supervise the quality of work as well as the timely completion by the contractors and the timely dispersing of fund by the Govt authorities. The Builders Association and the Task Force of Mangalore, please note it!

    Good initiative by “Jaago Mangalore Association (JMA)”. Our basic problem is we are typically ignorant about the wrong doing happening around us. Our ignorance is the root cause for the growth of current corrupt political system and corrupt and inefficient administration. Any initiative for the public’s active participation in societies/city’s or activities of national interest are welcome.

    Referring to poor quality of road in around Mangalore, while it is true that the process of tendering & award of job etc., may take a year in our government set up it is unlikely this process will change easily. However as a civil engineer, I disagree to accept that the road once repaired will only last for one year. A properly repaired road will definitely last longer. Therefore it is equally important that the specification of the road works and quality of ution is properly reviewed. ution of road works also may require additional monitoring by voluntary set up of citizens representatives. From my observations, the persons/engineers responsible for the road construction have clearly ignored the storm water drainage requirements thereby mini ponds are created on the roads during rainy season. These ponds end up in potholes. Secondly pavement designs and quality tests on road construction works are equally important. Unless these technical issues are addressed we may not be able to solve the said problems.

    Let people join together to protest for the good cause. Very good. But dear commentators, please do not play a blame game. See, out of roads listed in the article 2 belongs to Highway (Ghat sec and Mlr-Udipi). so both Central & State govts have respective responsibilities. However, there was a time few years ago, when one could not list the bad roads in Mangalore as it was endless!!!!

    Wonderful..Fantastic...this is what need at present situation. I call upon groups like Bajrangadal and Ramasena to join hand and work for projects like this instead of wasting their energy for unwanted things. It would have been better if people form more and more groups like this without any political motives or with the support of any political party to wake up government towards their duty.

    We have to be alert on the road conditions. Agreed that, there is poor coordination between government departments. The repair work needs to be properly engineered and a detailed method statement from qualified contractors needs to be submitted during tendering process. Technical evaluation of bids need to be performed primarily, if the contractor is qualified during technical evaluation phase, then the commercial bids needs to be opened and the contract can be awarded accordingly.

    During execution phase, sampling of tar mix need to be performed and the contractor needs to be cautioned on technical specifications (if not met). Frequency of vehicles commuting in the area need to be properly evaluated and to be supported during Engineering phase. Our district is prone to extreme monsoon climate and this aspect needs to be considered during engineering of road works.

    The residents of Shivabagh area too must join the protest as the roads in Shivabagh area are fit for a bullock cart ride and not for driving vehicles. Our corporator Gretta Rebello only fills the potholes with freely available red mud which disappears and deepens the pothole. She is staying in an area where there are concrete roads and leaving aside the people who voted her to suffer. Many of the byelanes in the town have been tarred but for the Shivabagh road. Only on some lanes interlocks have been laid may be beacause of the influence of the residents staying over there.

    This is water harvestig system along with transport system implemented by the BJP govt. Dinesh Poojary was beating his chest with pride because of good development work and good road works done by BJP. The Udupi Manipla highway was conceived at the time of SM Krishna. Due to legal hurdles it could not be carried out. Why BJP is taking the credit for the work done by COngress. BJP has achieved devision, church attacks, pub attacks, pornogate. land grabbing, illegal mining, operation kamala etc etc...What development... nothing.....looted the exchequer. High time this govt to go..

    I found a good developmental work by BJP govt. That's they have solved drinking water problem in Manglore by digging wells even on roads. Vote for BJP. These roads should have been maintained by state govt. but this govt is busy in in fighting. Yudhistira (DVS) is afraid of Duryodhana (BSY) who is busy planning in destabilizing current govt. On budget day Yeddy is going to use Sharpasthra. Shakuni (Eshwarapa) gave a hint that he is ready for mid term election. Dratharastra (Gadkari) is closing his eyes n watching BSY. Dushasana (Renukacharya) is giving helping hand to Yeddy in all his activitys. (Karna) Janardhan Reddy already been sent to jail. (Bhishma) Ashok n (Drona) Jagdish Shetter trying to console Duryodana about winning Mahabharath Yudh. Shri Krishna (HDK) is supporting Yudhistira.
