Woman charged over alleged ISIS-inspired plot to attack New York Capitol

New York, Aug 21: A 35-year-old woman has been arrested and charged with attempting to provide material support to the Islamic State (ISIS) after allegedly plotting an attack on the New York State Capitol in Albany, US federal authorities said.

Jessica Bowie of Albany was arrested on Wednesday by the FBI’s Joint Terrorism Task Force. She is accused of communicating with a confidential source posing as an ISIS facilitator and seeking assistance to carry out an attack on the Capitol.

According to a criminal complaint filed in the US District Court for the Northern District of New York, Bowie allegedly expressed support for ISIS and asked for assistance in making explosives. Authorities said she had also discussed plans to target lawmakers while they were inside the Capitol.

Investigators allege that Bowie visited the Capitol several times between July 21 and August 9 and photographed the area as part of her alleged preparations. She reportedly told the confidential source that she wanted to cause extensive damage to the building and kill senators during a session.

The FBI said Bowie had allegedly become radicalised online after converting to Islam around five years ago. Several social media accounts allegedly linked to her reportedly contained messages expressing support for terrorism. Authorities also said she had recorded audio messages pledging allegiance to ISIS.

According to the complaint, a confidential source provided Bowie with $200 to purchase materials that could be used in making explosives. She allegedly bought the items from a hardware store and later handed them over to the sources.

Investigators further allege that Bowie sought to obtain a handgun and ammunition, saying she wanted the weapon to defend herself if confronted by police during the planned operation.
FBI officials said Bowie had discussed carrying out the attack when the maximum number of senators were present. She allegedly also spoke about escaping the country after the attack and returning later to carry out further attacks.

First Assistant US Attorney John A Sarcone said the investigation had been ongoing for more than a month, while FBI officials stressed that authorities remained vigilant against potential acts of terrorism.

New York Governor Kathy Hochul thanked the FBI and New York State Police for their efforts and said security measures at the State Capitol had already been strengthened amid concerns over political violence and threats against public officials.

Bowie is facing a single federal charge of attempting to provide material support to a designated foreign terrorist organisation. The charge carries a maximum sentence of 20 years in prison, a fine of up to $250,000 and a possible lifetime term of supervised release.
