Bainguinim waste treatment plant faces 3-month delay as GWMC awaits project consultant

Daijiworld Media Network - Panaji

Panaji, Oct 21: The proposed 100-tonne-per-day solid waste treatment plant at Bainguinim in Goa is unlikely to reach the financial bidding stage for another two to three months, as the Goa Waste Management Corporation (GWMC) is yet to appoint a private project management consultant (PMC) to prepare the detailed project documents.

GWMC Managing Director Harish Adconkar said the process of appointing the consultant was under way and that preparing the required documentation would take at least 60 to 90 days.

The four firms shortlisted for the project will be invited to submit their financial bids only after the documents are finalised.

“We have already finalised four bidders for the Bainguinim plant. We now have to give them a detailed project report and then comes the financial bid,” Adconkar said.

The bids for appointing the consultancy are scheduled to be opened on October 29, following a pre-bid meeting at which the corporation addressed queries raised by prospective consultants. The online submission deadline was October 26.

The four firms shortlisted at the Request for Qualification stage are Hindustan Waste Treatment Pvt Ltd, Srinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Pvt Ltd and HNB Engineers Pvt Ltd.

GWMC has decided to appoint an external consultant, citing the sensitive nature of the Bainguinim project and the need for close monitoring of its execution.

The consultant will prepare the Detailed Project Report, feasibility assessments, engineering plans and cost estimates before overseeing the subsequent bidding process for selecting the concessionaire.

Its responsibilities will also include supervising construction, scrutinising and certifying drawings, monitoring the installation and commissioning of machinery, and conducting performance tests after the facility is completed.

The consultant will further monitor the plant during the guarantee period and oversee the preparation and approval of as-built drawings and other project records.

The appointment and preparation of the project documents are key steps before the corporation can proceed with financial bidding and move the proposed waste treatment facility towards implementation.
