Mangaluru, Oct 25: The Karnataka State School Development and Monitoring Committee Coordination Central Forum (SDMCCCF) has filed a complaint with the Karnataka State Commission for protection of child rights, Bengaluru, seeking an impartial investigation into allegations of mental harassment of students by the headmaster of Tiruvail-Vamanjoor Government Higher Primary School in Dakshina Kannada district.
According to the complaint, parents and members of the School Development and Monitoring Committee (SDMC) have alleged that the headmaster uses derogatory words such as 'loafer’ and ‘rascal’ while addressing students. The parents have expressed concern that such language is affecting the children's self-esteem and mental well-being, with some children reportedly using the same words at home.

The forum stated that teachers are responsible for correcting students' mistakes and instilling good values and behaviour, rather than using insulting language that could undermine their dignity and confidence.
The complaint further states that the SDMC has already approached the local education authorities and requested the transfer of the headmaster. However, parents have raised concerns over the alleged delay in action, questioning whether the headmaster's position as president of the District Headmasters' Association could be influencing the authorities' response.
Citing provisions of the right of children to Free and Compulsory Education Act, 2009, and relevant constitutional safeguards, the forum has urged the Commission to investigate the allegations impartially by recording statements from students, parents and SDMC members.
It has also requested the commission to obtain a report from the concerned education authorities on the action taken so far, recommend appropriate disciplinary measures if the allegations are substantiated, and examine the request for the headmaster's transfer in the interest of the students.
The forum has further urged the authorities to ensure that the children and parents who raised the complaint are not subjected to pressure or retaliation.
The complaint was submitted on October 24, by Moidin Kutty, state president of the Karnataka State SDMC Coordination Central Forum (Regd), who appealed to the commission to intervene and ensure a safe, respectful and fear-free learning environment for students.
