Bangalore: Punishment to Teachers for Failing, Harassing Students

Bangalore, May 15: This is a warning for all teachers.  If you punish children either physically or mentally or even try to fail them you will be punished for such an offence.

Yes – Even though a circular to this effect has been issued a few years back the state government has once again issued a strict warning following the directive from the Supreme Court under RTE.

This matter was included in the ordinance with the main objective of stopping school drop outs among students.  As such,  the focus  will be  more on enforcing the law rather than on improving  the primary education system as a whole.   This means that the teachers will lose their jobs irrespective of the standard of education or the educational and intellectual status of the students.  This ordinance also ensures that up to 8th standard teachers have to compulsorily promote all students. 

If any student is subjected to any physical or mental abuse by the teachers or the educational institutions parents and guardians of such students can complain to local education board. The Board should conduct an inquiry and take action against concerned officials or institutions. 

As per the government ordinance students between the ages of 6 to 14 should not be retained in the same class.  Also, no student can be forced to leave the institution.  If there are any incidents of this nature they should be brought to the notice of the department of education.  The circular warns that if there is any laxity,  the  management of concerned educational institutions and the Headmasters will be held responsible.   

Age Proof Not compulsory

The government has banned the practice of any child refusing admission on the pretext of not having proper age proof.  Any proof from hospitals, anganawadi  kendras or based on self-declaration of age by parents can be considered as age proof for a child’s admission to school.  Even in case of not having proper documents to prove their age no child can be denied admission to school under this pretext.  Government has advised parents to complain to the department if they face such a situation.  At the same time the department has made it clear that the doors of the schools should be open to students to seek admission any time they want and it is the duty of the institution/headmaster concerned to train such students.

    done at last. Our children need to learn in schools, without any fear of the teachers. Some of the teachers were real actors of total
    inhuman and savage behaviour at school, and many of them enjoyed that demonic fun of torturing innocent-defenseless and crying children. If the children's parents were poor and voiceless people of the society, those children had to suffer greatly.

    When I was in primary School, I was bad in maths and everyday when our maths teacher used to enter the class, she used to make me right the sum on the board and find out the answer, when I was not able to do it only thing she used to do is beat, beat and beat. Everyday it continued. Finally I started hating maths. I did not understand what is maths. I passed with first class in all the subjects in 10th std. Except maths. Before teaching the students, teachers should know how to teach the children. Beating and punishing will never help. Students will start hating the teacher and the the subject too.

    I welcome this. I had few teachers in my schools who were of terrorists behavior. They used to beat us in leather belt, wooden sticks, chains etc. And the words ANIMALS, DONKEY, MONKEY were common.

    Dr.Manoj..many thanks for your compliment.One need not search google for this report.I can write novel about subject "harassing students". I saw my own primary school teacher burning Progress Report of her brother infront of class IV students.(35years ago).Just imagine his status at that time ! I was a witness to a tragic incident where my class mate slapped male teacher when teacher slapped him.(10th std).Both schools are leading schools in Udupi Dist till now.
    Do you know serial killer Ravindra Prasad ? Very intelligent,sharp man.In his interview to Hi Bangalore,he said " I used to ask questions to teacher in class,But in 10th std,one of the teachers failed to give answer to my doubt. Insulted teacher started harassing me afterwards.I was scared to go to school.I was expecting a rank and ended up securing just 75%.Same incident repeated in college,where one lecturer deliberately didn't give good marks in practical exam.I failed.Next day,I went to his house and broke his hand !..Dear Dr Manjoj..I am Mr.Jaimini

    One of the best Rule brought by our Education Board. The same time ever best comments from the readers with real meaning in each of their words n suggestion. Honestly, speaking the right move for the 'Teachers'the punishment because the way they handle the Children in the school/class. Practically and sensible experience I had when my school days. The teachers are acting like 'Cowards' because most of the Teachers are (Young) Bachelors/Spinsters (Beauties) they don't know the value of the (Child) children, how much precious are they. Because when they speak, punish or Torture, they don't consider. Even for no reason, good student have been Failed with out any reason in those days, because personally n practically I gone through in some of my fellow student, even junior/Seniors. Very good move by the government to promote all the children's up to 8th std. If the child is aggressive, not giving attention for studies or etc.. should brought to the Parents notice Or Can make them by counselling. Because there are many Teachers nice nature's Counselling gift one's, so School can make improvement in the child's behavior as well studies. But the same time Parents also should not blame Teachers, with out reason Or listening Children's words. Hope if every thing goes well or according to the Governments rule, Most of our young generation will be qualified, some more or Less. Now a days Children's are very sensitive same time more advanced and both Parents (more role) and Teachers role n in Guidance is very important. The last suggestion, the management of the School, should not make big issue of not paid Fee's, instead of that they can make some alternative by studying the Child's/Children's home situation as well Family income. School Management,Should not make self decision, by taking their own prediction or decisions.

    WELCOME..Had this rule been implicated long before,many innocent students would not have lost their eyes !
    1.UP: 8years old boy lost his eye when male teacher threw duster at him when he failed to finish homework in Government school.
    2.Bangalore:9 years old boy lost his eye when Principal pierced pencil through his eye for not paying scholl fee in prestigious convent school.This horrible news didn't attract anyone except some news channels.
    3.Bihar:Male teacher slapped 10 years old boy.He lost his hearing power.
    4.UP:10years old girl was paraded naked in class room for failing in all subjects !
    5:Hyderabad:13years old boy was chained for not reciting Quran in Madrasa.
    Now please judge whether this Judgement by Government is correct or not..

    Excellent decision,really a v.good move,many childrens scared to attend school because of teachers harassment,many childrens loose their beautiful student life because of teachers,If something goes wrong with the students let them inform their parents.

    I, personally look forward a balanced law neither favouring the student nor the teachers. It looks the teacher will loose their interest to teach the student who is not paying his/her attention to the studies. As a parent while teaching to our own child we too loose our temper if they are not showing interest . A blanket promotion of the child upto 8th std will also lead into unhealthy practice unless some norms is fixed. If this circular is implemented in such case the teacher will sit quietly saying let the children go to docks. Who will be the looser teacher or student?

    You are right. Olden days corporal punishment (Caning, kneeling in front of class or outside class, writing 10 to 25 times) are common.
    But it made majority student well disciplined citizen. I still remember those got maximum punishment ( Pokri’s and Dadda’s ) doing better than brilliant students in real life.

    Passing student without pass marks up 8th standard is totally wrong decision. Same student will continuesly fails in 10th Std.

    We have seen some tough punishment from teachers but it doesnt means that teachers hate students.
    I still remember my teachers.
    I belive present gereration lack guts to face the world.For silly reason they commite sucide.....Only god save them.

    Punishing a Teacher for physical or mental torture is OK but failing a student even if he/she is not qualified to promote to next class is essential duty of a good Teacher else there is no meaning or charm left out in Education. Law should be enforced to protect, guide and guard the human being but not to promote the human being to grow like buffalo. If a student can’t controlled by a Teacher means that student can’t be perfect person when he/she grow up. Discipline taught by a Teacher in school level only. In India we made a Law in such a way that, up to few Standard Students can’t be failed, Teacher can’t scroll Students for his bad mannerism and finally same Students will be given qualification certification. Since he will not fit anywhere in society, he will become MLA or MP or Corporators and rule the same Society with his/her thump rule only

    lucky for kids nowadays...if they dont do any homework, no problem, fail in test, no problem....fun for them till 8th standard... ha ha ha ha ....we used get nice beatings for not doing any homework n all !!!

    This is good move. At least all children will educated by this way.It would be necessary to follow strict attendance for the promotion otherwise there will not be any students in the class and teachers will be busy in their side business.
