State Human Rights Commission chairman Justice S R Nayak on Friday July 20 said that the ‘horns’ the intellectually rich people of the district had possessed and the religious tolerance the city earlier had was shaken over a period of time, due to a number of communal clashes and intolerant attitude of a section of the people in the district.

"Hence, all officials and the people should join their hands to restore communal harmony in the district," he said.

He was speaking to reporters at the DC’s office here on Friday, while on his visit to the district to examine the conditions of human rights.

He revealed that in all, 36,000 cases of human rights violation were reported in the state in his term since 2007, out of which suo moto cognizance was taken of 6,500 cases following media reports. "In all 24,000 cases have been sorted out, and 11,000 are in various process of investigations. In D K district 1,643 cases of human rights violations were registered of which 924 have been sorted out and 669 cases are pending," he said.
 
Justice S R Nayak expressed his concern over the fact that the state government had not yet initiated the process of appointing the new chairman of State Human Rights Commission as he will be retiring from the post on July 25 next week. "In the two-membered commission, Parthasarathy has already retired and another member R C Reddy will be retiring soon. The government should have initiated the process of appointing the new chairman to SHRC at least two months ago," he said.

"There is a mixed feeling of joy and regret over the functioning of the commission in all these years. A good number of staff and infrastructure is important for better functioning of the commission," he said.

On the issue of Naxals, he said that IGP Pratap Reddy (who was present during the press meet) realizes that firearms will not serve the purpose. "Once the socio-economic balance is maintained in the society, things could be tackled," he said.

    The short cut to political power is through wipping communal passion. People, who murder, gather illeagal wealth, destroy public property, lead voilent agitations against other communities are considered to be great leaders. It is the present status of DK/SK. Those who have enjoyed political power through the back door will not give their possessions ( Political Power ).Communal disharmony gives a niche to the unemployed and criminal elements too. KDs and Rowdies become leaders of the destructive community overnight. Recall all MLS and MPs of Shive Sena, all criminals and most of them became Ministres and at the Center. Congress also also many of them ) The bureacrocy which enjoys certain benifits from such political leaders also aide communal disharmoney. Solution to communal harmoney will come only when those who indulge in it also are at the receiving end. the day is not too far. Minorities need not retaliate. Nature does justice to all.

    In D.K. and Udupi there were no communal riots. If it was there it was very minimum. But since 4-5 years, we can see some problems between the religions. It is because of some fanatic people who simply creating unrest among people. If we keep them away from us, definitely Udupi and D.K will be very peaceful districts. Here all religions are very co-operative with each other.

    Communal violence has occurred every where. However in tulu nadu it is a common and non stop phenomenon unlike other places where it is rare. The reasons are many. The tuluvas are suffering from identity crisis as there is no separate state of their own. There is nothing of our own in tulu nadu. tulu nadu is ruled by kannada rulers irrespective of their efficiency for a long time. The tuluvas themseves do not have respect for their language and have rejected their language over and over again unlike the kannadigas, tamilians, and malayalis. Since tulu nadu does not have an identity of its own, people here tend to vent their identity crises throgh violence. its a psychological problem. The solution - have a separate tulu nadu state.

    I agree with Dinesh Poojary, Kundapura/Bengaluru.

    As individuals, there is good communal harmony among the people of Mangalore, but the problem starts when the individuals turn into a mob, and when the mob is directed by a few fanatic individuals. Be they politicians or religious heads or community heads.

    Human mind is such that when it is excited, it looses the reasoning capacity, and takes the form of a ferocious animal, which will not mind to kill and or get killed.

    Indian politics, a brain child of British, divide and rule has made communal disharmony a important tool in the hands of the politicians, who knows how incite mob violence.

    The only solution for this is, education, prevent religious heads from interfering in the local governace, and for the people to form a governament which is not religion oriented, but for the people of Mangalore

    As for me it is very difficult to define Human Rights and what the people are benifitting from Human Rights Commission.For a comman man at least in Karnataka HRC is nothing and its perceptions are unrelated to him and application has not relevent.Political situation and HRC nod are going totally in different directions.
