MBBS Aspirants Must Sign One-year Rural Service Bond, or Pay Rs 10 Lac

Bangalore, Jul 25 (DHNS): Starting this academic year, students who choose MBBS seats in private colleges under government quota will have to give an undertaking to serve in rural areas for at least a year after completing the five-and-a-half-year course.

They will have to pay a fine of Rs 10 lakh for violation.

Candidates will need to give the undertaking on a Rs 100-stamp paper while accepting seats allotted to them. Karnataka Examinations Authority (KEA) will allot seats to students during the real allotment round on Wednesday. Students will have to accept or reject or retain seats between July 26 and 30. If they accept the seats, the bond will have to be executed. KEA has already published the format on its website.

The undertaking is being sought as per the amendment to Rule 11 of the Karnataka Selection of Candidates for Admission to Government Seats in Professional Educational Institutions Rules, 2006, notified on July 17. Parents will also have to sign the bond paper.

Until now, only students of government medical colleges were required to give the undertaking. The amount of fine (Rs one lakh) for violation was  less last year, according to Dr G S Venkatesh, In-charge Director, Medical Education.

The Compulsory Rural Service Bill was likely to be passed in the current session of the Legislative Assembly, he added.

Once the legislation is enacted, MBBS students in private colleges (non-government quota) will also be required to give the undertaking on rural service.

Even students from outside Karnataka will not be spared. Fresh MBBS graduates posted on rural service will be paid Rs 100 less than what the government medical doctors get. Dr Venkatesh claimed that “only a small section” of the medical fraternity was resenting the move.

But Dr Chikkananjappa, President, Karnataka Medical Council, didn’t hide his displeasure and said the move was “impractical”. “If a doctor is sent to a village, will it bring about a revolution,” he asked.

According to him, most communicable diseases prevailing in rural areas can be controlled if such basic amenities as clean drinking, toilet, food, shelter, etc were provided to the inhabitants. “Incurable diseases such as cancer cannot be treated in villages,” Dr Chikkananjappa told Deccan Herald.

According to him, the move is a “hogwash”. “Doctors are to be posted in rural areas on contract. But you will have to bribe the officials for a posting,” he sulked, adding that the government provides neither proper equipment nor essential medicines.

The safety of women doctors was another cause for concern, the KMC president remarked. Quacks won’t allow genuine medical practitioners to stay in villages. Worse still, doctors who serve in rural areas are not encouraged to teach in medical colleges.

The solution, Dr Chikkananjappa says, could be to open health centres at hobli level where doctors can practise in groups.

    I just Thnk you'll people just fail to understand the situation. For many of you out there who spoke about serving the country and avoiding going abroad are talking randomly! I just want to make a point clear. It isn't easy to pick up a scalpel and cut open a person or treat a patient with AIDS or cancer! It takes grit and courage! There should be satisfaction in the job that is to be done! Doctors also have a life. They have families and still they find the time to go out of the way and fulfil this divine calling. The Government should realise that we are living in a democratic country and we have the right to choose! I mean, seriously! It's high time. For many of you talking greatness regarding the issue just realise that it takes 6 years MBBS 3 years specialisation 2 years super specialisation to become a doctor suited to treat you in your ill times. To add to this you want bonds and rural service! Doctors have chosen to become doctors because they wanted to serve people that's already a great task! Why crave for more! They have a life too! This bond only curtails the democratic freedom we have and should be abolished! It's a total pity to see the plight today's doctors are going through!

    yes it is a good decision if following points are satisfied.
    1. it is compulsory for all MBBS graduated who are studied in Karnataka in what ever quota may be.
    2. It should be compulsory for all, by paying 10lac exemption is not correct option.
    3. Very good salary to be paid to the Doctors who works in rural area, i,e for doctors working in rural areas to be paid twice than the doctors working in urban areas.
    4. Staying facility to be provided with uninterrupted water & electricity along with attender.
    5. security to be provided for lady doctors
    6. Those are admitted for higher education they must be relaxed and made compulsory after higher education. for this temporary degree certificate can be issued for education purpose only.
    7. options to be given to graduate to the required location.for which it can be through on line, and it should be free from human interference.

    Why not students other than govt quota should not work in rural areas, they are not Indians, they don't have humanity to work for nation, my argument is every medical student to be worked in rural areas atleast for one year, but the ion of required place option to be given to students and also all facilities like accommodation, security, water, electricity & very essential needs of human to be provided for all doctors in rural area

    Its knee jerk reaction. This Bond business has been in existence for much longer. GOK never employs the graduates. These Bonds can be challenged in Courts. GOK need to provide good remuneration and good working conditions. However countries like Malaysia insist on Medical graduates to serve the public health Sector before they allowed to practice private.

    I totally disagree with you.
    I studied till BE (Mech)at KREC Surathkal and passed in 1973. I looked for a job for about 1 year and was fed up totally by then. Everyone was asking me the same question: How much experience do you have? - and I was rejected for more than 50 jobs.
    Finally, when I was being interviewed for MICO BOSCH Industries, Bangalore,the same question was thrown at me. At this point, knowing that I will be rejected, I exploded and said "Sir, if no one is going to give me a chance, how can I gain any experience?". For some reason, the German interviewer liked my so called bold and arrogant answer and gave me a chance to work as a shift supervisor for a salary of Rs 550=00 PM in 1973.
    Later I joined the Indian Navy as a SSC Officer and then went on to work with a Canadian / American Company (Stolt Tankers)who ed me with open arms.
    Now tell me, how do you expect me to work in an Indian Company - when they have opened their employment door just a crack open.
    I was sponsored to complete my M.Tech at University of Newcastle, UK by my employers - with all expenses and my salary paid.
    Please let me know Mr.KK - if you know any Indian organization which will still employ me since I have passed age 60 now.
    I will be employed till I am 65 years old by my American Company with an option to work 2 more years if I am physically fit.
    If the Indian Govt would have given me a chance, I would have gladly worked in India - money is not a constraint for me.

    Why 2 sets of rules ? One rule for a Doctor.No such rule for an Engineer.

    Let the Govt.have a similar rule for an Engineer.Let him work with the Gram Panchayat or PWD or any State Govt. agency for 0ne year .There cannot be a difference in the eyes of law.

    The ideas seems to be wonderful. However, the government seems to derive pleasure in using the medical fraternity as a punching bag. Let the goverment first develop the infrastructure in the rural hospitals before posting the fresh doctors there.

    Also would'nt it be even more wonderful to post all the newly graduated architects, engineers, management experts, lawyers, politicians(!) et al to the villages for 1 to 3 years and make India even more prosperous(!!!)?

    its kind a bonded labor,but only doctors? why not other professions who have been favored by these quotas/reservations? specially people from IIT, IAM, REC.If not rural at least try to retain in our country for some time.If big management brains and engineering brains end up doing little for our country in spite of all odds it can do wonders in every aspect specially the infrastructure and administration. And govt should find a way to make them serve willingly and not forcibly.End of the day its not only the service but quality of service will also matter which cannot be acquired by force.

    It should apply to engineers those who are studied in IIT & NITK.they are not intrested in serve our country.Skilled people are going America .Thats why our research team is very weak,we are defending on other countries.
    As per my knowledge only rejected engineers & most of the labours from america & europe working in Middle eastskilled people serving in their own country.White skin we can not make out the diffrence b/w laboures and engineers.

    I don't know may be my English is very bad. The govenment is asking the students who study on Govenment facilities i.e. on Tax payers money. This bond is not for the student who pay's capitation fees and not studied on Govenment quota seats. When they are getting seats without paying capitation fees than what is the objection.     Do you how much fees these students have to pay to join the course? THE GOVERNMENT(regardless of who is in power) JUST WANTS TO PROJECT ITSELF AS THE SAVIOUR OF THE MASSES. IF SUCH WAS THE COMPULSORY BOND, THEN LET ALL MINISTERS COMPULSORILY LEAVE THEIR LUXURY BUNGALOWS FOR ONE YEAR AND STAY IN PLACES OF DROUGHT. I CHALLENGE THEM. they wont be able to stay even for a day.

    Very good decision. Fully agree that this mandate should apply to all subsidized and free education.

    On the other hand this bond is nothing for the corrupt people. They can produce it in a jiffy. My suggestion is not to issue the degree until the period is fulfilled.

    One more thing to make it 50Lacs for politician & children of bureaucrats. This penalty to equal them with the common man.

    This bond ution is there since 1960s. Even I have uted a bond for rural service for Rs 10000 in1975.As soon as I passed my MBBS I tried for rural PHU/PHC JOBS through KPSC. I passed the exam and I didn't get a job I was ready to work any where in karnataka. I learnt that they demand 1 lac as bribe for this job. All these Bonds are eye wash. Let the government give job to every student who pass out from Medical colleges of karnataka state in PHCS/PHUS.will they do this? Don't worry students you can sign the bond paper boldly. Let us wait and see how many will get a govt job free of cost

    Spare a thought for our rural areas as well. They need our help. Since Government has spent on the education of doctors they need to put in not just one, but more years of service. In fact many who have done it joyfully have found it a very enriching experience as well. Although it is a good move I am afraid it will deter some good students from taking up medicine. Everyone wants to make quick money and that too fast...!

    Why Government is troubling only Doctors. Medical profession is a noble and divine profession. They are putting 5 years of hard work and good amount of money to become a Doctor and 2 more years to become a specialist. No doubt some successful doctors are earning lot of money but do not envy on doctor's profession by putting more pressure on them. After 65 years of independence our government could not provide clean water, basic sanitary and health service to rural areas. Due to this people fall sick & Children die because of malnutrition and polluted drinking water.
    If you put more pressure on Doctors then nobody will opt for this noble profession. Make it simple by producing more doctors every year by increasing every year quota by 15% to 20% . Because there is always demand for Doctors as well as pharmacist/Nurses in developing country like India.
    1. Make it simple by reducing compulsory rural service from one year to 6 months for male doctors and 3 months for female doctors . It is very difficult for lady doctor to go and work in remote place, You can pledge their degree certificate or Rs. 1 lakh deposit until they finish their rural service.
    2. Those who want to go for Masters, let them proceed after depositing Rs 1 Lakh or pledging their degree certificate. They can also do the rural service once they complete their masters.
    3. Those who want to go abroad for higher studies, let them go. Do not trouble them. But once they come back to India for Good, they have to complete their 3 months rural service.

    Why don't we implement rural service for engineers and MBA. They can also help in bringing about a revolution in villages. I have worked in rural area as part of community medicine posting and the facilities there are abysmal. There is no infrastructure and very little incentives/facilities for doctors and their families to live with comforts. All that the ministers promise in the form of infrastructure upgradation is lose talk.

    Chances of more now 'AIDS' will flourish even in remote villages due to advent of city people...!! It won't spare even 'bole-bale' poor village people. Earlier it's due to 'driver's' who are working in other cities are carrying diseases to village while on there holiday.     Nursing students bond just got cancelled last year after a long fight by nursing counsil. Now new rule for medical students. Why don't the Govt. reduce medical students fees so poor children from rural areas join medical colleges and willingly give their services to poor people. Rich people find their way out anyway. This rule won't effect them. since they can change things with the power of money.

    Every professional degree be it engineer, doctor , nurse, lawyer, CA, BEd(teacher). should serve for couple of years in rural area before they are awarded the final degree certificate by the university in similar lines of compulsory service in armed forces in Israel. The minimum basic infrastructure required for their service and stipend for living should be guaranteed under law.

In US minimum 100 to 250 licence are stripped per year, who are voilating Medical code of ethics. Where in india no single case i have heard were licence are cancelled till date.

    When nurses have to sign a bond in most colleges why not MBBS students also sign a bond and practice in rural areas of Karnataka. It would be good to start thier career in working in rural areas, let them know about rural Karnataka. This should be also implemented to all medical college's even homepathic,dental etc. Very good move. Talking about bribes when posting is done, these same students even pay a bribe to get seats. They should be punished for payimg a bribe, they can spend so much of amount to study so signing a bond of Rs.10lakhs is less Govt. should increase the bond amount.

    Good students of other states also have to work in rural Karnataka let them also know of the country side. The north Indian graduates should know that the rural areas of Karnataka are better than the north. The Govt. should not only do with the bond if the students do not work in the rural areas they should not give them thier certificates too.

    No one is taking inot account why the doctors do not want to work in rural areas. Even those who come from these areas do not want to practice in their own village. This is because, there are no basic amenities in these rural places. The authorities should concentrate their efforts in improving the facility and not force people to accept the miserable conditions as part of their life. They will find ways and means to avoid.
    Why cant the Govt spend money on improving the facility in villages?
    If Doctors undergo 5 1/2 years of hard work just find that they are forced into such miserable situation, no one will go for Medical Profession. As such, today other professions are equally rewarding if not better. People will opt for such professions.
    By the way, why is this rule only for doctors? Why cant the authorities send MBAs, Charted Accountants, Lawyers, Software professionals also into rural areas?
    Why do we call our country as democratic while such rules are worse than the rules in China?

    This is form of bonded labor, in fact it is blackmailing . I cant believe the government has come up with this. If a student is not willing to work in a village, he/she has to start their career with a Rs.1000000 debt ? What if the student has other plans like further studies? or working in his/her own town ?

    And primarily, no one can force someone( student in this case) to do something against their will.
