Pardoning of Rape Convicts by President Most Unfortunate: P P Hegde

Media Release

Mangalore, Dec 29: In the wake of the gang-rape and death of the 23-year-old girl in Delhi which shook the nation, city-based advocate and national president of Youth for Nation, P P Hegde has issued a media release urging the President and the central government to reject mercy petitions of criminals sentenced to death for murders and rapes.


The media release reads as follows:

"Youth For Nation is deeply grieved to learn about the most unfortunate death of 'Damini' in Singapore after the gang rape on her.

Pardoning murder and rape convicts sentenced to death by the President of India is most unfortunate. Former President Pratibha Patil had pardoned 35 (convicts) sentenced to death including  7 (seven) death convicts of rapists cum murderers. We demand the Central Government and the President of India to review all these cases pardoned by Prathibha Patil.

Currently there are mercy petitions of 18 (eighteen) convicts sentenced to death pending before the current President of India Pranab Mukherjee. They include 7 (seven) convicts from Karnataka.

(i) Praveen Kumar brutally  murdered four persons of a family in Vamanjoor on the night of 23/24-2-1994 including three women Appi Sherigarthy, her daughter Shakunthala, grand daughter-child Depika and  Appi Sherigarthy’s son Govinda.  Mangalore Sessions Court convicted Praveen Kumar to death sentence in the year 2002 and Karnataka High Court  confirmed the death punishment on 28 Oct 2003. But he is not hanged even after 18 years because his plea for mercy is pending before the President since more than a decade. This is insult to all the women and the people of our country.

ii) Saibanna Ningappa Natikar of Jewargi, Gulbarga, Karnataka murdered his first wife and he was sentenced to life. He got release on parole and murdered his second wife and 18 month old daughter.  He has been sentenced to death by the court and confirmed by supreme court in the year 2005 but he is not hanged till now because his plea for mercy is pending before the President since more than seven yaers.

iii) Psychopath rapist and killer Umesh Reddy alias B A Umesh is also not hanged in spite of death sentence by the courts.

These accused committing rape and murder of women and children are not hanged in spite of Supreme Court judgement, because their mercy petitions are kept pending before the President of India since several years.  The Central Govt has failed to give any opinion to the President on these mercy petitions even after decades.

This is shocking to all the people. This is insult to all the women and the people of our country.
This inordinate delay in not deciding the mercy petitions has resulted in increase of crime against women.

Youth for Nation hereby demands the Central Government and President of India to reject the mercy petitions of these dreaded criminals and hang them in public, without further waste of time. To press the aforesaid demands Youth for Nation will be holding protests across the country."

    If Ms. Pratibha Patel had set rapists free, then there should be provision to reopen the case and pass the verdict again. Govt. & President are in hand - in - gloves. In mutual understanding they have pardon the rapists for their gain. President & all the MPs are living amidst of security. their women are safe, why bother about common women.

    I dont think Death sentence is the only solution for this problem. Having a harsh punishment can instill fear to some extent but is not the only solution.

    There is a need for big paradigm shift in the society if such crimes have to go down. Society should respect women and this has to start from the basic level like in the family itself. Families / Society should give equal importance to female child as is given to the male child. Families and Society should make males respect females. Only then a healthy society will develop in which such crimes will be very minimal.

    Let us all strive towards developing a healthy society. Having severe punishment is surely needed but this not a proactive action. Proactiveness according to me is developing a society which respects women and their rights and treats them with dignity.

    Death sentences do not work. The middle east has them. Approximately 79 utions in Saudi Arabia in 2011 for sorcery, blasphemy and other crimes as per SA law.

    THAT DID NOT prevent any of those things from happening!

    What the middle east does have :
    Effective policing.
    Low Corruption.
    Morality with education.
    No foeticide.

    AND deterrent punishment.

    In addition, the groom pays dowry.

    Death sentences for criminals increases the risks for their victims. It feeds the chances of false accusation, shoddy detective work, trial by media, kangaroo courts, and miscarriage of justice.

    Robbie Parker lost his beautiful little 6 year girl in the recent Connecticut shootings in the USA. He was fighting tears when he offered his condolences to all the other victims. He said “This includes the family of the
    shooter, and I want you to know that our love and support go out to you as well.” This was in a country that has and uses the death penalty more widely than most countries.

    Violence only leads to more violence. A death penalty may result in the criminal trying to protect himself by eliminating the victim.

    Yes, the crime is unspeakably horrendous! But should we stoop to the level of the killers in determining punishment?

    Dear Mr. Lobo, an amendment to the Rape law has been pending for seven years. Even a blind can walk and reach safely to destination on our so called "speed tracks" or "fast tracks". If our laws has to be passed and implemented on fast track, there should be an immediate amendment to the law that 'a person with criminal record should not contest election'. With regard to outcry for pardoning of rape convicts, if anhyone is truly concernced of women's safety, they would not try to protect the molesting team of Morning Mist.     MY brother Dinesh Poojary, death sentence or life sentence won't make any difference, the culprits are dead and case close. Here any govt or police dept cannot do anything. We have to change our mind set and it should start from our home then school. We have to teach each person to respect each other, specially women. At our home only we doesn't respect our women like mother, wife & sister. How can we respect other. Brother wake up instead of blaming others please start to bring awareness within people through media, general gathering in your city or village. These type of cases will happen everyday and punishment is not a solution, we have to learn respect women. We men think women as a sex machine. We never think she is a mother and a sister. Verily INDIA is shining , if a person commits a crime and confesses why there should be a mercy plea accepted. Why it took so long to ute ajmal kasab As I can see in the report a man from vamanjoor is in prison since 18 years and mercy plea is still awaited and the criminal is enjoying in jail with food and shelter. How will we recompense for the crime he has done. As in Saudi murderer should be murdered if proven and rapists should be stoned to death and that’s the reason the crime rate in Saudi Arabia is comparatively very less than any other countries in the world. So kindly enhance stringent action against criminals inorder to convert India as a safe country.

    Life of Rapist (torturer) who do not understand GRIEVOUS PAIN shouldn't be spared! Our justice delivery system is is in a mess, out dated, needs URGENT & thorough reforms. Accused trial, conviction and delivery of justice should be VERY quick.  Because of out dated laws and cases filed up in courts for decades, criminals have become so brazen today.     Very good - Youth for nation should not let up demand until the laws are changed for rape and murder.
    The life sentence should be until death of the prisoner and that minimum 25 years should be reversed.
    Mercy pleas of Rapists\murderers and terrorists should not be entertained by the President which also makes the President tempted to accept bribes for granting such pardons.

    What is stopping the Government to hang those dreaded prisoners whose death sentence has been already passed!!! Is it a bonus for the aging President to earn some money by granting pardon

    Like the case of Damini, there should be inquiry of Police officers, policemen and others involved in the investigation, if they have done their work properly. If not they should be charged immediately and action should be taken against them. It is because of their lethargy in maintaining law and order causing all these unwanted crimes and mNY time they too are hand in glove with the culprits.

    The incident of a raped girl whose complaint was not registered by Police, caused her to commit suicide a few days back. In this case authorities should take up the case and punish the police official found guilty.

    I hope something will change soon, before the people of this Nation, takes up arms to teach these Politicians\ministers etc etc a lesson they will never forget.

    Totally agree with Mr. P. P. Hegde's statements. President of India should not pardon the criminals like rapists, murderers and terrorists. If it happens there is for court sentence.

    Middle eastern countries have strict law against rape but rapist continue to exist even today in those countries. These occurance can be minimised through constant awareness and education about even the slightest crime against women at home, school, work place and public places. Even a little assault against mostly women should be publicised and punished so that there is no chance for further abuse, this will help change the mindset of future abusers who are watching.

A great tragedy for India ... this unfortunate event has come as a great lesson to this nation which is yet to change even after more than 60 years of independence. Nevertheless, I hope, her sacrifice will not go in vain. It would be turning point in the history of this country.May God grant strength to her family to bear the irreparable loss. May her precious soul rest in peace !

    Our previous president(pratibha devi patil) has been given mercy for 5 rapist on her rule of president time(this was on record).shame on you lady(PDP) although she is women,shame on home ministry(P.CHIDAMBARAM) for sending recommendation to mercy petition for rapist.now do they have any answer for this?and now they are showing crocdile tears in front of media
