Mangalore: Behaviour of man responsible for rape, not woman's dress - Venkatesh Prasanna

Mangalore, Jan 22: "Crimes against women cannot be tackled completely by law alone. Cooperation of individuals, police and other officials concerned is necessary," said Venkatesh Prasanna, CCIB inspector.

He was addressing a workshop on 'Reflection on Prevention of Atrocities on Women' at School of Social work, Roshni Nilaya here on Tuesday January 22.

He further said, "We do not think of ground reality when it comes to solving issues. Sometimes we blame the dress and behaviour of women if they get raped. It is false - cruel behaviour of man is the reason for atrocities on women but the sad part is, in none of the cases human behavior is recorded.

"Firstly, we should inculcate positive thinking as even women need freedom in society. They have equal rights to enjoy their freedom on par with men," he said.

"Sometimes rape victims are scared to give complaints. In our country around 50 percent of rape incidents go unreported. In some cases, a girl faces more problem if she files complaints, for example, she has to face ugly questions put by the police."

"Another problem after filing complaint is medical examination, a punishment which no woman should get. As majority of the staff in hospitals are male, sometimes the victim has to strip clothes in front of them which is shameful," he said.

"Even in court, there are so many cases where the culprit escapes with ease while victim remains a victim," he added.

Inspector Prasanna also shared his personal experience in one of the rape case hearings where baseless allegations were levelled against the victim and she was finally proved a prostitute.

"We feel the pain of the incident only if takes place with us or our loved ones. This attitude has to stop and we should also feel for others. Unless and untill people are not scared of law, these kinds of instances will go on," he said.

As an example, he said in Saudi Arabia, the punishment for sexual abusers is physical castration. "But in our country, even to file a chargesheet, we take 90 days. The best example is Rajiv Gandhi assassination case in which there has been no development even after 23 years," he said.

As a solution to the problem, the inspector said the victims should file complaints first and then insist on medical examination by female doctors only. "Some changes in law should also be made, like punishment based on maturity of the accused instead of age if he is a juvenile. There is also an act called 'Probationary Offenders Act in our law where a person who has committed crime for the first time can come out easily. Changes should be made even here," he added.

The workshop was organized by School of Social work, Roshni Nilaya in collaboration with NSS unit, Mangalore University and Youth for Nation, Mangalore chapter.

Dr Sophia Fernandes, principal, Dr Laxmi Narayan Bhat, Prof Vinitha K, Dr Ramila Shekar among others were present.

A street play was also staged by students to create awareness on atrocities against women.

    Promotion of perversion is there in dress styles. More in woman fashion than in Men. I think discussion based on this matter should only start when fashion for Men change in equal diversity. Otherwise all this will result in talks of feminism, freedom, rights...etc. But atrocities against woman are not something seen slightly though I am not with barbaric castration and I am displeased with the 90 days gap as a citizen. Social Work institutes such as Roshini Nilaya should teach and work in influencing Social Policies through Analysis and Petitions. Moreover psycho-educate new generation to understand the male and female psychology, differences, stages of life, changing definitions of existing social structures based on equity and equal empowerment. But I am sure these wouldn't happen. Maybe influencing social policy, but within how many years.

    If a girls dress is a reason for rape then how can a man rae a girl less than 10 years of age? u mean to say that the girls of these ages should wear saree or something similar?
    someone has mentioned that a females behaviour in public with her male friend sends wrong signals to other are uinsane or something just because someone behaves a particular way in ppublic akes her public property? did u feel the same when u saw some girl in that manner , u must have thths y this coomet
    stop looking at girl as aproperty , for pleasure , house work , n reproduction , submiss she is not for these.
    Even today when a man wants to get married the criteria is should stay at home , look after the man mother , rear children etc, thank God that women have found work outside their homes.
    I want to ask males is there any document tht says only women should work in the house? cant men do it ot share the work?
    Its all in the mind of men n not in the clothes.
    If women should not be allowed to go out unattended, no mobile no evening outings , then the same should be applied to men too , because its the men who are creating nuicance by raping.
    Kndly start changing yuor mentality towards women.

    Valuables exhibtted at shops or exhibitions meant to be seen and enjoyed and bought if affordable.They are not to be robbed.Beauty to be admired rather than to be snatched.
    Aged father raped his own daughter. WhY? Is it because he was beyond control seeing his daughter with half nude clothes?

    I do not know what police say and agree.Mostly these same officers of law are the one labeling innocent girls and try to prove what they are not.!By the time all is investigation is over her name will be spoiled! Please do not tell me dress code has nothing to do with women and rape.It is a women indecent exposure and half nude clothes prompting sexual desire and urge to mate .When this desire goes beyond control. people become beast in some cases. Why do you think so many people watch sex movies and exposed to such material on web and others? who is producing them ? In one hand girls are exposing themselves..then they blame on others.wow what a world we live in.woman that looks innocent in my eyes may not be the same in yours ! Let us see the good in each other and learn to respect our culture and Live decently in our society.

    Is it not a nightmare and fm where she will bring these witnesses ??. In India at least medical examination is enough....

Passing of lewd remarks , stalking etc, etc, can be tackled - but 'mere looks' well- that even women and girls are also capable of darting such looks for your information!     The Solution is important everybody knows the problems I would like to put some solutions as follows.
    1.Many females are not aware of the fact that they can straightaway approach the Judge (Magistrate ) in case of Injustice like police not registering FIR .Failiarisation of Court procedures for females is very important.Every potential criminal rapist should feel that he may be dragged to court straight away
    2.Improve Literacy and education level of the General public as a whole
    3.There should be several Peace Counsellers who should help those victims .Just like SEO s
