Mangalore: Knowledge of national issues can help police deal with local problems - IGP

Mangalore, Feb 19: "The state police should also be aware of national and international issues and not just local ones, as such issues can have impact even at the local level," said IGP (western range) Pratap Reddy.

He addressed the gathering after inaugurating a workshop on national security at the office of commissioner of police here on Tuesday February 19.

The workshop was organized by Institute of Contemporary Studies, Bangalore.

Giving example on national issues having impact at local level, Pratap Reddy said the issue of North-East exodus also had its impact in the city. "Knowledge on such issues will help in dealing with the problem better," he said.

"Western range is a hub of activities as far as national security is concerned. Compared to the arm forces local police do not have a definite enemy, they deal with deviant persons in society. Whenever we cross the line, we face uproar from the society itself," he said.

"The total number of policemen who lost their lives is more when compared to the defense forces, but we do not get recognition like the army," he lamented.


'High ISI threat to Karnataka'

The inauguration of the workshop was followed by a talk by Prof Bidanda Chengappa from international relations, Christ University.

He said the deterioration of security started in Karnataka in the year 2000. "ISI threat is high in Karnataka because the state has the second largest population of Muslims in the country. There are 35,000 Tibetian refugees and the Chinese government is always trying to bring rift in the community. The ISI interest in the state is very strong. Hence the police should also be aware of external issues." he said.

"The ISI agents enter India after taking Karachi-Dhaka or Islamabad-Dhaka flight and then they cross the 4000 km Indo-Bangla border. Once they enter the Indian territory, they are free as they can go to any part of the state," said the professor.

"The broad objective of ISI in targeting Bangalore is, it is not only known as an IT capital but also known for aeronautic, machine tools, defence science, biotechnology, public sector and others which no state can match. Their main aim in targeting is to destabilize the economy and to create communal differences, he added.

    Mangalore and for that matter Dakshina Kannada used to be peaceful areas where people of different communities lived in peace and harmony. In the past rifts between people were hardly heard of. No doubt a few misled persons used to create problems here and there but with immediate policing these were brought under control immediately.

    These days however sects and sub sects seem to take advantage of situations and even try to take the responsibility to restore the so called PROBLEMS right.

    It is unfortunate that during the regime of Mr. Pratap Reddy communal problems pose as a threat not only in Dakshina Kannada but also in the districts of Uttara Kannada and even Chikmagalur

    It is however heartening to see that Mr. Reddy with his years of experience and fund of knowledge is not only able to handle the threats but deal with them the proper way. Here is a Police Officer who does not mince words and has succeeded in putting the fear of God in people wherever necessary.

    In Mangalore we have Mr. Manish Karbikar - The Commissioner of Police who is a man of few words but indeed an officer for action

    It is gratifying to see that Mr. Pratap Reddy is having the able assistance of officers like Mr Goyal in Mangalore, Mr. Borelingiah in Udupi, Mr. Shashikumar in Chickmagalur and the newly appointed Mr. R. Rammesh in Karwar who indeed are doing good jobs in their areas.

    It is the duty of every citizen to stand by Law and order and wherever necessary help and support The Police Force.

    The police should get a free housing and a minimum of thousand dollars salary then ISI is nothing for us.

    Communal outfits, moral policing, drug pedler, naxalite are the major portion of threat to karnataka. (It is easy to eliminate out side enimy but difficult to control our own inside enimies)

    If ISI comes to Karnataka/Mangalore, we will not leave them. We will chop them and give to police for sale. It is not Karachi where they fight each other and kill each other, killing own muslims. Shame on ISI. When whole world knows ISI is a third class and useless brand, still they happy because shameless are always shameless, these bhikaris/beggars are fed by donations from USA & others. They do not have enough food, shelter and no economy at all. Jealous of India.

    "ISI threat in Karnataka is high because the state has the second largest population of Muslims in the country"!!!???What is the stake of ISI with Muslim Population?Some Bhatkalians/Hublian/NK Muslims were implicated so far and apart from that no Muslims either involved directly or indirectly in the whole of Karnataka.The main problem in KARNATAKA is COMMUNAL Polarization,Moral policing by militant groups,Naxalism, and terrorism.If police force goes as per book ,I think certain disturbances could be controlled.Police need to be educated with current affairs of nation plus.Importantly they must be provided state of the art facilities including good remunerations and housing.By and large Our police forces were under paid and ill equipped when compared to other developed nations.
