'Officials should work with mutual understanding'

“Developmental works will be effective if gram panchayat president, development officers, and village accountants work together. Success will be easily obtained if work is done with coordination. In gram panchayats, common meeting is compulsorily in which the local village accountants should take part and disseminate information,” said Upendra Nayak, president of zilla panchayat.

He was addressing the meeting on implementation of economical annual project for ZP members, gram panchayat presidents, developmental officers, village accountants and taluk level officers in Kundapur taluk panchayat convention hall on Saturday May 25.

“Today there is allegation that there is no cooperation between officers and representatives. For complete development of village all should work together. District has bagged prize for empowerment, accountability last April 25. In gram panchayat division, Marvanthe gram panchayat, and in taluk panchayat, Karkala won awards. It is because of the efforts of all representatives and officials,” he said.

ZP CEO Prabhakar Sharma said there is lack of integration. Nowadays pride is increasing within  individuals. Officials should come out of ego. With mutual coordination, officers and representatives should discuss developmental works and work together. To organize the system, village level memento registry should be maintained. PDO should maintain this registry. This procedure should be done according to the rules.

There is a provision for building house under Basava Kalyan Yojane in government sites for those who are living in government site from past 15 years, apart from private land, reserved forest, highway, sites reserved near roads. Hence gram panchayat should be active on this issue. House number, electricity facility will also be provided. The programme should be effectively implemented. The selection of beneficiaries for this programme should be selected by particular panchayat development officers. Village accountant should decide whether it is government site.

Sites will be marked by conducting surveys related to distribution of sites. In some places it is ordered to distribute sites for beneficiaries. In the taluk, more than 7,000 ration cards are cancelled ad hence it should be corrected, urged the gram panchayat presidents. Departmental officers were called to spot for talks and urged Tashildar to solve these problems. On this occasion, CEO ordered to prepare the 13th financial plan.

Zilla panchyat president Upendra Kumar announced that those panchayats which administer proper governance at the village level by implementing developmental programmes will be recognized at the district level. Panchayat presidents, Panchayat Development Officers (PDO) who work according to the rules and principles of the constitution ensuring quality administration will be aptly rewarded at the district level, he added.

“It is a good gesture that those who have illegally built houses in the area belonging to the government are felicitated to construct house under ‘Basava Housing Project Scheme’. However, the procedure should be simplified so that the poor will be at ease,” said Ananth Movadi, member of zilla panchayat.

    Yes it is important to have understanding and co operation for the development. For this they have know each other....!!??? Where will they find time to know each other....!!!???? They only know money and they are after that....!!!???
