Maagalore, Dec 30: Of the various issues related to roads in the state, Shiradi Ghat has been a long-pending problem and thus the state and the central governments have come up with a permanent scientific solution to solve the issue. Rs 95 crore has been sanctioned for the purpose," said Oscar Fernandes, addressing the media persons at the circuit house here on Monday December 30.

"Over the past several years, we have received a number of complaints from people who travel by Shiradi Ghat road. With a view to put a full stop on the issues faced by them, we have held a meeting today of state ministers, MLA, NHAI chiefs, the DC, and other officials," he said.

"The entire project will be carried out under two phases. In the first phase, the existing road will be repaired at a cost of Rs 5 crore to enable smooth flow of traffic till the entire project is completed. In the second phase, Rs 95 crore has been sanctioned for concreting and asphalting of the stretch wherever required," he explained.

"The work on phase one has already started and the road will be ready for use by January 31, 2014. The construction of the permanent road will start from February 20 and will take approximately 18 months to complete. A website has been created in which the day-to-day progress of the project will be updated and be available for monitoring to anyone and anywhere.

"We have also urged the NHAI to finish the work at the earliest. We have also asked district incharge minister (Ramanath Rai) to do the needful for means of supply of material for the project," he said.
 
"As it is a hilly region, the roads are often damaged due to the flow of rain water from the top of the hills. Also, in places where there are springs, the roads are completely covered with water and get totally damaged and hence a thick layered concrete road is required," Oscar added.


Airport - KPT connectivity

"A bridge will be constructed from Mangalore International Airport to Karnataka Polytechnic College (KPT), which will reduce the commuting time from Airport to the city. The PWD minister will inspect all the proposed sites for work at the earliest," Oscar informed.

"At Nanthoor junction, for the smooth movement of vehicles and to avoid traffic problems, Rs 40 crore has been sanctioned to construct an underpass and an overbridge connectivity. Rs 22 crore has been sanctioned to construct service roads on BC Road to Surathkal highway stretch. Plans are also afoot to restore the Agumbe Ghats stretch and Mangalore - Manipal highway.

There is nearly 50,000 km stretch of major district roads (MDR), 20,000 km of state highways and 4,000 km of national highways in the country and plans will be chalked out at the earliest to restore and repair all the roads," he assured.

"With regard to repeated complaints about toll collection at BC Road, an electric tolling technology has been proposed to be introduced, not only in Mangalore, but throughout the country. A scientific test has been carried out in this regard. The collection will be done using  cell phone and the whole procedure will be automated," he said.

Speaking on the occasion, Mahadeva Prasad, state PWD minister said that Oscar Fernandes has released central funds of Rs 1000 crore in phase one for road development in the state and Rs 800 crore in phase two,  based on a guarantee letter issued by the state government.

"Plans have been made to develop Chitradurga-Shimoga highway, Mysore to Nanjanagudu highway and other major highways in the state. The prime project to be carried out at the earliest is the development of Shiradi Ghats road.

"The total stretch of the ghats is about 42 km, comprising large number of hair pin curves. The region gets 6000 to 7000 mms of rainfall every year and as result of the heavy water flow and spring water collection, the roads get damaged. Now we have come up with a scientific plan to avoid such problems in the future," he said.

"The load moving over the ghat has nearly doubled, which is another reason for the severe damage. To curb this problem, a weigh bridge will be constructed beside the toll booth to moniter the load capacity of heavy transport vehicles," he said.

Addressing the media persons, Kandaswamy, DGM of NHAI said Japanese consultants have been approached with regard to the construction of a tunnel through Shiradi Ghats stretch, as it the prime expressway that connects Mangalore to Bangalore and also Mangalore port to Ellore port.

"Wherever asphalting of the Shiradi Ghat has failed, concreting work will be carried out. The total curing period for the concrete is 21 days, hence vehicular movement will be completely stopped, and an alternate road will be constructed on which work has already started. Nearly two-third of the work is already complete," he said.

The funds for the Nanthoor underpass and overbridge connectivity have been sanctioned and the procedure, including calling for tenders will be begin from March end, he added.

    Stop blaming heavy rain or heavy vehicle traffic for this horrible condition of shiradi road. In fact it is the very low quality of work that is responsible for such pathetic condition of road. I have personally observed that within fifteen days of repair last year the road had started coming off even without any heavy rain. Why cant you accept that the dishonest Contractors favoured by Ministers are primarily responsible for such poor quality of road.

    Permanent solution was required! like having 6 or 8 lane tunnel as we see in Mumbai Pune Highway. Repair work for 95Cr is total waste, the problem would arise again after 5 to 7 years. I don’t see in his statement whether it is 4 or 6 lane, When we talk about permanent solution we must aim for 8 lane (800cr*), economy going to boom in coming 10 years Mlore would be the important city for Karnataka after B’lore, cargo handling will increase at M’lore. Never late than before please scrap this plan and go for mega scale development as we see in Pune Mumbai highway. It will boost our Karnataka’s economy.

Hope this time you will consult the right people and use the right steel, right cement and right contractor. I always feel Larson & Toubro would give us the best roads. This time you make it a point to tell the contractor that it rains all over the world and not in India alone.

    Travelled through Shiradi Ghat a few days ago.This Ghat is still in pathetic condition.I am sure out of RS.95 crores,only rs.95 thousands will be spent.Rest of the amount will be probably shared by Corrupt Politicians & third grade Contractors.Why Oscar is blaming the rain water is damaging the Shiradi Ghat.Dear Oscar please personally supervise that the work is done properly & see that every rupee has been spent wisely.We do not want to see this Ghat road again getting damaged with one single of rain fall year after year.Hope U will appoint reputed Contractors to finish the concrete work of this stretch before the next rainfall.Good Luck.I will save this matter & will check later whether the sum of RS.95 crores have been really spent on this project.

    This exercise of sanctioning funds for road repair and consequent photo-op is done every year. The problem each year is not in the resolve to repair roads but in its implementation. Proper accountability coupled with eliciting guarantees from the contractors for the work quality is the need of the hour. If 95 Crores are spent, steps must be taken to ensure that every rupee is put into good use. Else, next year this time I am sure we will have another photo-op session dealing with same issues.

    I won't believe this news until the work is completed. Many ministers have come and gone and promised a lot, but never delivered anything "CONCRETE".
    The reasons that the road wears out due to heavy rain is illogical. If that was the case, how come the road between Hassan and Sakleshpur is always so good.
    I just hope that this work is completed at the earliest and not just a pre-poll hollow promise. Better late than never.

    Good job in finally getting the idea to repair the roads. But how is this a scientific approach? If it is, please highlight what the benefits are by doing so. Clearly we need to make everyone aware of every little detail on this project. For decades this Ghat has been left with shoddy work.
    This we need to make sure we know
    1. The advantages of Concrete over Asphalt. (Consumer Education)
    2. Life-Cycle maintenance and upgrade plan.
    3. Technical specifications such as materials used, depth, layers etc.

    It looks like preparation for the next election. My sincere request is at nanthoor do not start construction of the bridge till such time you arrange all materials required for the bridge, required labor, plant machinery and proper diversion of the road. The reason is very simple one small fly over at Bikarnakatte Kaikama took almost 7 years and that bridge collapsed twice, the steel reinforcement corroded very badly. Commuters in this route suffered very badly. Recruit proper consultants (non corrupt) and Engineers and maintain quality and timeline. Many times public protested against the poor quality of Highway works carried out in our twin districts. The Engineers associations extended their support for supervision but the corrupt Engineers and officials of NHAI & PWD departments escaped sharply giving hell a lot reasons of delay in diversion of power, water, drainage and telephone services. lack of funds and overrun of budget. Tax payers money systematically looted by our administration. I wish Oscar and team of our Ministers will deliver good roads at least this time. The public needs change in our system and corruption free administration. the result is Delhi election. Public of our twin districts well known for tolerance and intellectuals. Kejriwals can emerge here also.

    It is very essential to make efforts to reduce our fuel consumption, oil subsidies and improve our surface road transport sector with the implementation of an innovative idea, as a suitable alternative.

    As we carry and move millions of tons of dead weight (commuters and goods) on wheels, every day, with a concept change, we can save a considerable volume of fuel. The option is to use the huge dead weight on wheels as a pushing force, to have excellent and amazing solutions.
    A pull and move (instead carry and move) concept can save a huge volume of fuel (billions of dollars), eliminate pollutions, reduce costs and multiply capacities of vehicles.
    The surface transport sector is ripe for a rapid revolution, to make a world of difference.

    I will believe it only when the work is actually started and completed. We know how the Governments both State and Central function. They will say something and will conveniently forget. If Mr Oscar Fernandes really wanted to he could have taken it up long back.
