Student safety in PU colleges - Govt formulates 18-point guideline

Daijiworld Media Network - Bengaluru (SP)

Bengaluru, Jun 4: The state government, which had issued mandatory guidelines to ensure safety of girl students in schools earlier, has come out with compulsory guidelines to be followed by PU colleges in the state now. Therefore, henceforth, it has been made mandatory for all the pre university colleges in the state to install closed circuit television cameras (CCTV) in their institutions. At the same time, the police department has been instructed to keep close vigil on PU colleges located in deserted locations.

PU colleges having girl students have been instructed to set up women's committees headed by principal. This committee has to meet every month, hold consultations with college students, obtain written complaints if they are facing any problems, and to initiate steps to redress them.

Principal or college management has to provide details of their institution to the nearest police station, seeking necessary protection. Students and their parents should always have with them the telephone number of the concerned police stations and children's helpline, 1098. These are among things meant to create awareness among girl students on safety aspects, included in the above guidelines.

Colleges having women's hostels have some additional strict guidelines. Hostel staff have to obtain authorized identity cards from visitors to the hostels and record names, address, and other details of the visitors. At the end of the visiting hours, all the visitors should be sent out of the hostel premises. Hostel supervisors have to hold monthly meetings with girl students, parents, and women staff of the college.

CCTVs have to be compulsorily installed at the main entrance, class rooms, laboratories, libraries, reading rooms, near the toilets and other important places. Two employees have to be hired to maintain and keep an eye on the footage of these CCTVs on a continuous basis.

In case any of these colleges are located in deserted places, police beat has to be intensified in such places. Point books have to be maintained there, and details of visits should be entered without fail. For security purpose, employees of only those security agencies which hold authorized licences, have to be hired. These staff have to be changed by rotation once every three months.

In case students are held up because college activities like library, sports etc after college hours, the college should provide facility of vehicles for them to go to their homes. In case of literary, sports, cultural activities, educational tour etc, it is mandatory for women staff to accompany the students without exception.

A good move. However more attention should be paid for the protection of teenagers studying schools. We have read earlier that small children even in the age group five to ten also have been molested or even raped. THESE TINY TOTS need all the protection possible.
