After BBMP, Bill to trifurcate Bangalore University

Belagavi, Jun 30: After its move to split the Bruhat Bengaluru Mahanagara Palike (BBMP), the Siddaramaiah regime is going ahead with its plans to trifurcate the Bangalore University with the tabling of the Karnataka State Universities (Amendment) Bill, 2015, in the Karnataka Legislative Assembly on Tuesday.

The Bill provides for making drastic reforms in the governance and administration of the Bangalore University and improve academic quality by trifurcating it into three.

The Bangalore University, as per the Bill, shall continue with its existing campus at Jnanabharathi and have jurisdiction over the areas of 15 Legislative Assembly constituencies of Bengaluru Urban and Bengaluru Rural and Ramanagaram districts.

The new university called Bangalore Central University, which would be established as an affiliating university with headquarters of Bangalore Central College campus with territorial jurisdiction over the areas of the 13 Assembly constituencies of Bangalore Urban district.

Another new university called Bangalore North University, which would be established as an affiliating university with headquarters at Jangamkote (Sidalagahatta taluk) with temporary camp office at Kolar PG Centre and territorial jurisdiction of 17 constituencies in Bengaluru Urban, and Bengaluru Rural, Chikkaballapur and Kolar districts.

The proposed legislation for trifurcation of the Bangalore University would result in an expenditure of Rs 10 crore, the Bill said.

The State Government would appoint the Special officer for taking steps to establish the Bangalore Central and North Universities.

The Karnataka Professional Educational Institutions (Regulation of Admission and determination fee) (Amendment) Bill, 2015 was also tabled in the Legislative Assembly to safeguard the interests of meritorious students belonging to poor families.

The Bill envisages continuation of the consensual agreement with professional private educational institutions for 2015-16 admissions.

It proposed to amend the Karnataka Professional Educational Institutions (Regulation of Admission and determination fee) (Amendment) Act, 2006, to incorporate the consensual agreement in the Act.

The Act had been kept in abeyance so far to facilitate consensual agreement with private college managements.
