Mangaluru: With Rs 8-cr dues pending from MCC, Antony firm halts waste collection

Mangaluru , Sep 11: The Mumbai-based Antony Waste Handling Cell Pvt Limited on Friday September 11 stopped the door-to-door collection of solid waste and its waste transportation service in Mangaluru City Corporation (MCC) limits, due to outstanding bills worth over Rs 8 crore owed to it by the MCC.

Speaking to Daijiworld, Haridas, project manager, Antony Waste Handling Cell Pvt Limited, said, "The MCC has to pay approximately Rs 8.3 crore to the company for handling the waste management. After the company stopped the service today, MCC commissioner assured of providing Rs 3.5 crore by evening. Hence, we restored the service after 1.30 pm in the afternoon, but they have not paid it yet. Today, we stopped only the door-to-door collection and transportation of solid waste. MCC paid only 50 percent of the bill in May and June, and in July it did not pay anything at all."

He also said that the company was compelled to stop the services because it did not have money to get fuel for the vehicles.

When contacted, MCC mayor Jacintha Vijay Alfred said, "The company is not handling all the work allotted to it satisfactorily. Work like sweeping of roads and cleaning of drains is pending. Hence, MCC has deducted the amount."

She also alleged that the company has even kept workers' provident fund pending for three months even after MCC asked it to pay the same on September 7. "If it continues with the same attitude we will have to make certain alternative arrangements," said the mayor.

Responding to the mayor's allegations about the provident fund to workers, the company's project manager Haridas said, "I have given you my version and that is their version. They are just making lame excuses."

    Oh my god. If it happens to such a big company no wonder my file worth Rs.1.5 lakh is missing as informed to me by Junior engineer. I have completed the work 2 years back. These MCC officials are encouraging us to do criminal activities to get our hard earned money. If you are silent they put you into trouble better you put them into trouble.

    To add on to my previous comment, I read in a newspaper that Antony invested Rs 30 Crore for Vehicles and Other Infrastructure for the Mangalore Project and Gave Corporation Rs 6 Crore Bank Guarantee. If this is correct, its not small money to invest for Mangalore. We should thank Antony for coming forward to invest so much to Mangalore and keep Mangalore clean. I read that Antony is doing work in many other bigger corporations also and they have no problem of payment there. Then why only in Mangalore ? Also I read they have 850 Labours and Drivers and Corporation by not paying in time making these poor labour and drivers life difficult. I also read a statement of Antony MD in one news paper where he said I dont want to do business and make money by keeping my Labours and Drivers starving. He said I need Rs 1 Crore per month just for Salary and if Corporation is not paying for 3-4 months from where can I bring money. Corporation has already collected the Tax for Garbage. Then why they are not paying Antony ? Hope at least now the Corporation realises the importance of Swachha Mangaluru and make payment to Antony for the work they did.

    Antony is doing an excellent job compared to how it was before Antony Came to Mangalore. Before Antony, the garbage used to get transported in very sick looking old lorries which used to spil half the garbage on roads while transportation. Now with Brand New Antony Hydraulic Compactors it looks so nice on roads. You wont feel at all its a Garbage Vehicle. Similarly the Brand New Door to Door collection Vehicles. They come to our house everyday the same time. Previously there was no door to door collection at all in our area. They also have such a good complaint cell, I have a personal experience that one day when their vehicle came to my house, i was not there and later I called their complaint cell and within 30 mts their vehicle came to my house and collected my garbage. Now you find hardly garbage on roadside. Also within one hour I got a call from their complaint cell to confirm if my garbage is picked up. They also have a GPS monitoring system, I can go to website and check exactly where is my area door to door collection Vehicle ? How far is from my house etc etc . What else we need Mangaloreans ? Hats off to Antony and Shame to Corporation for not paying their legitimate dues. Looks like there is conspiracy from some sections of Corporation officials and Politicians to send back Antony for their vested interest and go back to old bad system of garbage lying on entire Mangalore road side.

    I am shocked at the kind of waste management being done by Antony Waste Handling Cell in collusion with the MCC staff. Since when and under whatkind of a contract can the former just collect ALL and I repeat ALL garbage (wet, recyclable, non recyclable, dry, plastic, glass, tree branches and shrub cutting and put it all into JUST one dumper, that is then moved into one compactor (on the side roads) and then taken straight to Vamanjoor collection centre.
    May I know who does the sorting over there- Antony, or the MCC or someone else.
    I am told that Antony contract is for each type of waste there has to be segregation by them but this is not done and instead it an "Ali Baba & the 40 thieves" case where if the goodies are not distributed on the Antony savings there will be dues pending, halts in collection and more.
    IT is time that the ACB or the CBI step in to prevent a multi crore scandal= am told Antony gets paid Rs 2500 or so per tonne of segregated garbage given to the Vamanjoor plant ???

    People who are doing business with govt. departments, municipal corps., utility cos. should first understand that getting payment for services rendered is a herculean job unless you grease their palms regularly on percentage basis or you have top contacts!! Most such businesses do not survive for long, those depending totally on govt. service providing, unless they are backed by solid financial or backed by deep pocketed HNIs, not worth doing business with govt. departments!!

    Wonder how much of loan Antony has taken to buy those brand new jeeps to collect garbage, these vehicles and the prompt service were really the charm of Mangluru, which some people want to stop and stay around garbage and disease, then so be it!!! Jai Mangluru!!

    Kamath @ Co, looks like you are aware of the issues between Antony and the MCC. But, on your comments, i have some queries.
    Was the entire contract awarded, without a proper action or management plan. Now the corporation gave him a time to submit the plan and he delayed on that. Does that make a case for not paying him for the job he has done. Rules and regulations are for the matters to be solved amicably and not for claims and counter claims.
    PF & ESI should be paid by Antony before 15th of subsequent month. If he defaults, he has to pay the penalty on that. Has the corporation, being a service receiver/contract employer, has discharged their duty on Antony"s behalf. If not, the officials are a party to the default.
    What i know about Antony is that he is a businessman come to mangalore, help city corporation in clearing the garbage and make his living by employing the locals who are willing to work.
    This red tape-ism is a curse to our society. Please do not take this personally Mr.Kamath

    there is lot of improvement in cleaning and collection of garbage in the city.The enforcement of condition is MCC duty and responsibility on day today basis.The epf,esi amount can be collected by the principal employer MCC .The money is with MCC.withholding payment and disturbing public is not advisable.Blame with ego is not good. The drawback MCC side is the allottees of tender and person signed not to be changed. Or any future contract to be restricted the tenure of elective body and signing authority.The accountability and responsibility and failures of both the parties published first.

    The information from the MCC is the Antony is Working for next 7 years. Already he had completed 7 months, As mentioned by Mr. Haridas, the project Head he had submitted the bills to MCC but not the action or management plan. hence the payment was withhold. He had delayed for almost 5 months to submit the plan. the amount pending is for the month of July and August, since he had not submitted the plan the MCC still had released 58% of the payment for the month of May & June.

    Regarding PF & ESI the Antony has to make the payment to Concerned department. but he had made the payment on 7th of Sept 2015 for the May month. the PF and ESI is for the labours & not for the company. Antony is taking benefit from those amount.

    Since the entire MCC Cleaning is under Antony, Then he should be financially sound for atlest 3-4 months without payment, I think he is black mailing the MCC officials for payment by stopping the work.

    In Future it will be a big headache for MCC & Mangaloreans........
    This is not known to the public....

    Irrespective of party lines (Political), Government tendering system has been such a sham in our country. Even an officer with monthly salary of 15,000, can be a hurdle for this type of payments. This is a common practice in all government related departmental works. Unless the contracor has a political backing or patronage, he will be a pauper in no time. This attitude of the government officials, is killing the future of our country.
    If the mayor find that they have not remitted the PF, she can inform the concerned department and release the payment. How on earth does the PF department comes under the city corporation.
    Please do not play with the garbage else stink will be all around including the corporation, antony, me you and everyone in and around

    M/S ANTONY AND TEAM WAS DOING AN EXCELLENT JOB COMPARED. THEY USED TO COME IN TIME WITH A DIFFERENCE AND THAT WAS APPEALING TO THE RESIDENTS OF MANGALORE....     They just started there work so far it was totally a mess but since few months mangalore is becoming clean day by day. Its really not nice that bill keeps on pending if they had done their work almost fine. and i remember an incident which took place in Kerala a contractor from Malasysia had committed suicide because of government dues. and the road constructed by their company is still excellent even after many years.
    so here i am suggesting keep pending one month as due untill they do their work properly so they will do it.
