Mangaluru, Sep 29: Pradhan Mantri Mudra Yojana (PMMY), a central government scheme which enables micro businesses to borrow loans upto Rs 10 lac from banks for non-agricultural income generating activities was launched at zilla panchayat here on Monday September 28.

Mudra Yojana has three categories - Sishu (upto Rs 50,000), Kishor (Rs 50,000 - Rs 5 lac) and Tarun (Rs 5 lac to Rs 10 lac), under which a borrower can avail loan without collateral securities and processing fees.

Member of Parliament, Nalin Kumar Kateel launched the scheme by handing over cheques to beneficieries. Addressing the gathering, he said, "The Prime Minister has introduced the new scheme Pradhan Mantri Mudra Yojana which will enable borrowers to take loans upto Rs 10 lac. Previously Jan Dhan Yojana was introduced by PM and banks have taken great interest and competitively they have enrolled 1.45 lac subscribers making Dakshina Kannada number one.

"I am sure that bank officials will be successful in implementing and providing benefits to maximum number of beneficiaries. Banks have great responsibility in ensuring the scheme reaches to maximum beneficiaries. Jan Dhan was started with the view that it reaches to the poorest of the poor in the society. In this direction there is necessity to provide information on the scheme to the respective beneficiaries. There have been efforts to give new life to post office and I am happy to inform that there has been a proposal to transform the post office into bank. I congratulate the banks and wish that beneficiaries of this scheme grow multi folds in the coming days," he added.

Mangaluru North MLA Mohiuddin Bava said, "Youngsters of this region after their education can avail this facility to start a small business. It is our wish that the benefits of this scheme reaches all. Similar schemes were started by the previous governments too but in order to make them more effective, the Prime minister has relaunched them in a more organized way. I request the officials to make sincere efforts to make this scheme reach the maximum number of people. Thegovernment can only launch these schemes but it needs to be implemented by the officials. When the borrowers come then they should be provided with all the details. I wish all the beneficiaries success."

AGM of NABARD, Prasad said, "This is a historic day. India has a population of 125 crore and every year 10 lac youngsters are coming into the job market. So there is need for generation of employment, and the scheme will help in this regard. Bankers have implemented the Jan Dhan scheme in an effective manner. In the same way I request them to make this Mudra scheme reach the maximum number of people. There is need to publicize this scheme."

Sathish Kumpala, vice-president of ZP, Shree Vidya, CEO of ZP, K T Rai, field general manager of Syndicate Bank, V K Shrivastava, executive director of Corporation Bank were the other dignitaries on the dais.

Banks have Rs.100000 Crore exposure to real estate a large amount of which may get converted into NPA. Among Air India Kingfisher Airlines alone has cheated to an extent of Rs.8000 crores. If you have some NPA due to this scheme it is a risk worth taking. Banks should disburse loans against business proposals and only for capital expenditure. If they want things can be largely controlled.

Govt has started the scheme with good intentions. Unlike, loan mela, the present loan is not small. There is no collateral security, hence it is an unsecured loan.

In DK and Udipi, it may work as envisaged. But, I have a friend, who was a Bill Collector, who told me, people in North India, specially Punjab, Haryana, UP and Bihar have never been taught by their parents that the loan taken has to be returned. They live just by swindling people and Govt schemes. In such cases, the Govt should be careful, but, what to do, Bank Managers are also human beings. As on now, many Bank managers have, after taking bribe, shown their customers, the nice way how to get the loan by fraudulent means. In such schemes, the right hand should not believe the left hand and loan should be disbursed after due diligent exercise. After all, it is my, your and our country's money.

Dear Santan mam,What we now call MUDRA scheme loan (Micro Unit Developemt & Refinance Agency Ltd.,)is nothing but SME loan which is presently in vogue in banks scheme which has high pririoty for bankers pointt of view under service/manufacturing sector. Here in MUDRA the amount is limited to 10 lakhs and rate of interest is low.All the scheme loans are under Credit fund guarantee scheme. In MUDRA the scheme is refinaced by seperate agency stated aboue. Mudra loan scheme takes care of non farm sector unlike existing SME loan schemes.
MUDRA loans does not fall under 'clean loan' category as stated by you by secured loans with assets created out of loan amount with No collateral.
As stated by you the tendedncy of corruption might have increased in banks too now a days especially in Northern banks. But the Managers are very clever there who process/disburse the loan very carfully giving no scope for voilation of norms. In banks if there is no voilation at any point of time, even if the loan gets bad for even not genuine reasons branch head is not held responsible. So bribe takers are working very cleverly. In northern cities people want loan not for business bonafide but just to show for tax reasons.Do number ka money minting is just a childs play for them compared to southern people.Such loans are promptly paid unlike loan given to genuine needs. All genuine NPAs of MUDRA loans unlike any other priority sector loans are covered under guarantee scheme seperately mooted for the purpose with corpus of 3000 crores which is a soothing factor.

This Mudra Yojana is not clear about the Interest rate for the Loan. Repayment years. Without clarifying borrowing loans are not wise to anybody. Govt. is not giving free. Rate of Interest should be economical for the farmers and small business people.

We must salute Ex Mos Finance and banking Sri B.Janardhana Poojary for introducing sala mela in Banks as early as in 1984 during Rajiv Gandhis PMship. Many have criticised him for his dare devil attitude while introducing the sala melas across the country in those days when the poor have had no access to financial products of PSU banks till then.Later years saw introduction of various socio exnomic schemes like IRDP.SEUY,SEPUP,Artisans loan schemes.Though the amount involved in those loans was very small. Now the Mudra loans are comparatively higher and a bonafide beneficiary can become and entrepreneur if the funds are end used.
But our general tendency is that whenever govt sponsored loans are populorised a major portion of borrowers and tend to defeat the very purpose of such good socially beneficial schemes. This needs to be checked and there is a greter need to monitor funds utilisation for end use.
Politicians should be kept at bay in field level operations of Mudra loans.

    Prabhumaam,
Very well narrated. The branch managers have already started shivering thinking of the rise in NPA's. So far we have heard suicide committed by the farmers.Hereafter we will hear of micro business persons.Thereafter resulting in mannas(Waiver).Thereby the beneficiary will prosper.Logic - Who's fathers what goes.

Dear Acharya,Your comment is nothing but a wrong notion about Poojary's sala mela.Few days back Mr.Richard from your place too write in this forum stating that Poojary had dumped Syndicate Bank through sala mela. These are all immature and no knowledge comments and lot of educated people are under the concusion that sala mela of yester years has done damage to banks.
You must first under stand that till Poojary's sala mela in 1984 the poor/downtroddens have no entry in PSUs for small loans.Sala mela has provided them a free access to banking facilities and to avail small socio economic scheme like IDRP,SEEUY,SEPUP,PMRY etc., to improve their living and fall in line others. These amounts were small amounts and yes, many loans were turned bad and had to be written off by banks. Please understand that @age of such write offs were very meagre compared to big loans of corporates and indl house written off by the banks secretly. Please also understand that banks do not disclose name of borrowers of big loans written off secretly inspite of demand by trade unions. You better understand the reason for such lapses. Now coming to situation mentioned by you banks were doing extremely well till last year wherein NPAs in banks under control i.e., Gross NPA below 3% and Net NPA @ 1% or below in most of PSU banks. Now the situation is that writting off agri loans and reasons present NPA level in Commercial bank is that gross NPAs are crossed the dangerous level of 5% and net NPAs crossed 3% Now tell me where is your preposition of small loans have done damage to Banks.Pl note no politics in these matters.
Therefore, please think before you write.Have a good day.....
