Mangalore, Jul 20: Deputy Commissioner M Maheshwar Rao informed on Thursday that the Excise teams had conducted 169 raids in the district and booked 33 cases after the arrack ban was imposed from July 1.

Rao told mediapersons that a total of 12 persons were arrested in connection with illicit arrack sale. The teams had seized 3,161 litres of arrack, 38 litres of fake liquor, 1,400 litres of wash and an Esteem car during this period, he informed.

Rao said five excise control rooms and two police control rooms were opened to enforce arrack ban and prevent distribution of illicit liquor in the district. Taluk-wise Excise teams were also formed in the district, he added.

Excise Deputy Commissioner N M Hussain said that the department intended to sell 1,33,000 boxes of Indian Made Liquor (IML) per month through 412 outlets including bars and wine stores in the district. Last year, the target was 60,000 boxes per month, he said.

    Banning arrack may sound a laudable thing to do, however, a cursory look at history will show us that that blanket prohibition can boomerang in unexpected ways. When prohibition was imposed in the US in 1920, criminal gangs based in Chicago slowly started filling the void and took over the illegal liqour business.

    Within few years, gangsters like Al Capone had created an empire of sorts and the mafia had spread its tentacles all over US. The present ban may not lead to such a drastic state of affairs, but if our politicians were really sincere, they could have enlisted the help of NGOs to educate the poor, and cut off demand instead of supply.

    It would have also meant that the police force would undertake more serious work than run after liqour packets. I strongly suspect there are vested interests at work here. Moreover, considering the state of politicans ruling Karnataka at the moment, it would be too much to expect them to learn anything from history.
