Dig anywhere, who cares? - This is Mangaluru

Mangaluru, Mar 16: We are not comparing Mangaluru to any city in India. We are aware that it will be a smart city very soon. We also congratulate it on the occasion, when it has been named as the third cleanest city in the country. Wenlock district hospital, situated in the city, has won ‘Kayakalpa’ award instituted under the Swachh Bharat Abhiyan from the union government. But these things cannot stop us from highlighting the scenes of craters in the city. We know that development needs infrastructure. And digging the soil is part of it.

But digging in Mangaluru city seems like a perpetual process. Only during the monsoon, there is a break. Otherwise you will find the roads being dug anytime anywhere. There is no notice. There is no coordination between two teams digging the road in a same locality. Nobody is bothered how much this digging affects the vehicular movement in a particular area. Seldom are they bothered about the inconvenience it causes to the general public. And most importantly there is no time limit. They can start digging any time and finish the work whenever they want with unreasonable break in between. Nobody can ask them any questions.

They can even dig the newly constructed road. If you ask them, they will say “We are digging to locate some cables." or "Some water problem.". The people who constructed the road are different from the people digging the road.

Please see the photographs which tell you the state of ‘Digging in progress’ in city. You will also find the sand and stones dumped on road. These may not belong necessarily to the government. In some cases they belong to private parties. One can dump anything anywhere as they can dig.

Please ,I request the authorities to install safety (reflective) signs so that the public could notice the work going on ,many a times I have seen riders or pedestrians getting hurt. Another thing is why not the contractors information signage ,because if he has not completed the work safely ,he can be reported on by the public through a hotline.

In other developed countries as well as in many developing countries, there is strict restriction put on contractors on inducing difficulty to traffic and pedestrians. They are not allowed to work in busy areas during the day and absolutely no storage of materials on main roads is allowed. In Gulf countries and in Europe, they are supposed to construct bypass / alternate road and alternate footpath before starting the work. Debris clearance is compulsory and if not done, the contractor is made to pay thro his nose.
Here in India, not only the contractors have the freedom to work they way they want, without any fear of penalty or fear of public nuisance, but even the private builders are allowed to store material on footpath and mix cement / sand on main roads.
That how the "best city", "clean city" awards are decided!!!!!

Thanks Daijiworld for highlighting this isuue. Pic no.5 looks like the road next to vikas college Mary Hill. This road is half covered with heaps of mud for the last one year or so and no action taken. We morning joggers really find it very difficult to walk on this road in dim light not knowing which vehicle will bang us when. Will the concerned authority kindly do something in this matter.

Who cares what these people do to inconvenience us general public. We are open for improvement & development but at what cost & at whose cost? Bejai Church road work has begun months ago & not completed. It is such a chaos for moving vehicles, pedestrians, parking, local Shops etc. But look at this, who cares?
If roads are dug for any work, once job is completed, who cares about how they leave behind that place? Is it back in shape or has it been left just like that & then public has such a problem.!! You dig asphalted / concreted roads, for some cable work or what so ever. Once it is over how do you cover that road? Do they care if it is motor-able or not? Cant our departments sit together n plan out roads, drainage, cabling etc. But no, it is never done. It only shows non-professionalism among departments which take up these jobs. Come on authorities, be sensible to citizens & their safety too.
Three Cheers to India's 03rd Cleanest City.!!

More that it is the dust that has adverse affect on everyone's health!. Don't know from where they have learnt this new technology!. Tp level the road side, pour fine red mud!, to a pothole again fill with mud!. During summer this mud creates lot of dust and whole city looks dusty!. During monsoon this mud makes a slush and whole road is spoiled and vehicles look as if they came from ploughing fields! .

Whole city is full of dust. This reminds me of 1950's and 60's when there were hardly any asphalted roads. We are going back wards. Poor implementation of projects by MCC, its contractors, telephone companies etc. Work starts suddenly without notice, public is taken by surprise. No notice, no cautionary signs to road users and also the so called development work stops suddenly when half done leaving the area in a terrible mess. We are lucky if job is completed which rarely happens on time. This is smart digging !! We do care but where to go, who to tell, will they listen if at all......... Answer is no and there are thousand excuses.

Appreciated your concern. (three comments on public safety)

Public safety should be a priority and the contractors should do their best to put some signs as an indication of danger or some barricades to protect people from likely dangers.
Once the infrastructure is complete we can enjoy the facilities.

Any way mangalore is smart city. Digg'd out roads, without drainage and without walkway, cows -goats humans all walking together on roads, and competition of drivers and disco's of drivers on roads, shops on roads.
All these required for smart city.

Engineering departments lacking professionlism.Improper design of roads and lack of coordination between the different departments of engineering are the main cause of these problems .For eg .Recently MLA Lobo was stated that , all electrical cables will be made undergound .How it can be done? forget about the old concerte roads ,Is there any provisions are made in the new concerte road for water supply ,electrcial works in the future? No ,new contractor will be appointed ,money will be released ,road breaking will start .

Thanks Daiji world for reporting a very important issue. But what next? some thousand people will read this article. Comments will get diverted to political blame game. Unless an effort is made to report this to relevant authority and with constant follow up, people forget in a day or two. People/govts will continue to dig anywhere they like.

Tomorrow one more similar article, similar comments and cycle continues
