Udupi, May 22: In addition to the illegal sand mining, borewell digging too has become one of the major problems facing the district. As there is no much water scarcity in the district, Varamballi grama panchayat officials have not responded to the illegal borewell digging as expected.

 

 

There is no control on digging of private bore wells. Nearly 6-7 applications have received since 2015 for digging borewells which are yet to be disposed off. Mining and geology officials say that the responsibility is entrusted to panchayat development officer (PDO) to take decisions.

As per the information available at the department of geology and water supply, private borewell owners have to follow certain rules. They have to inform the PDO or secretary and receive acknowledgement. If the area has been declared as backward, it is necessary to take permission from the panchayat or the authority. As per the Karnataka ground water protection law, no well can be dug in a distance of 500 meters from public borewell.

If the well is being dug for supply of water in rural area, the concerned officers have to produce a letter of recommendation from the scientists of geology. If is also necessary to inform the concerned panchayat regarding this.
However none of the conditions are strictly followed. If the matter is brought to the notice of officials, they say that they cannot take action without receiving public complaints.

As per a decision taken in April this year, the officials have decided not to issue permissions for any borewells except for agriculture. In instances of drinking water scarcity, water will be supplied through pipes, they say.

But borewells are dug without any hindrance. The borewell machines work at nights digging the well. The wells are then covered with stone or sack. Though PDO is authorized to take action, they act blind.

Licensed people loot the water resources through the work entrusted to them privately. Water is supplied to buildings and industry in broad daylight. PDOs however say that they have not given permission for such borewells. The locals do not complain fearing troubles.

This is not the story of one village, but all villages in the district.

    Rampant digging of bores will ultimately make the region a desert as water table has gone down drastically, and below a certain level the water is hard and contaminated with oily stuff!!

    Today so many open wells have gone dry due to bores being dig in close proximity to same, making the open well owners suffer and forcing them to bore this vicious cycle. Though will give plenty of water, but teorary, over a period of time all bores will tend to go dry and make the area parched, same happened in Later!! Let better sense prevail!!!

    PDO,s are so corrupt,it is impossible to control them by Complain. It takes a challenge to challenge these arrogant Officials. I,along with people of surrounding houses stopped one recently in Neermarga Panchayat. PDO, always claim that,they have right to dig borewell anywhere.
    Look at all the Borewell machines working through the night. One reason to hide the depth of the well. If well is dug 200ft. they can claim 300ft. and make extra 10 thousand rupees.
    Public should stand on the spot where they are digging and show those Well digging Tamilians who is in charge of the area. Corruption has taken over the Honesty.

    local never fear for builders,if they complain concerned people never take action against any people , so ultimately they will fed up with complain. at least you should provide where to complain but just for show make some press conference to please some people.

    If not complaint open wells also dried up. Govt support need to dig open wells for harvesting rainwater to maintain level of ground water.

    Corruption is deep-rooted, perhaps deeper than the borewells being dug.

    It may require major surgery to uproot corruption. Anyway, who is going to bell the cat?

    Digging of bore wells became a fashion in Mangalore especially where there is sufficient water, streams are flowing in certain areas such as Kadri, yet people tend to dig bore wells which has severe impact to those relying on well water. More over the water is wasted without control. The impact is the well nearby is completed drying out. This behavior should be stopped and even an order to burry these bore wells is mandatory to maintain ground water level for the sake of our next generation. It is very unfortunate people have selfish attitude. I think it is time for authorities to take appropriate action considering the water scarcity we all encountered this year.

    Panchayat is the highly corrupted office. PDO is number one culprit with his chela secretary. I think people shall fight strongly to wipe out corruption in panchayat.
