Udupi, Jun 2: A complaint stands registered against a local by Sumana, panchayat development officer (PDO) of Udyavar gram panchayat here, at Kaup police station. The accused has been charged with obstructing the PDO from discharging her duties and abusing her caste.

As per the complaint, Mohan Salian, a resident of Udyavar, had visited the gram panchayat office on May 31. He had come with an application under section 11A. Sumana claimed that she educated Mohan about the procedure to file the application along with certain documents.

Mohan Salian, it is said, was not satisfied by this explanation. He insisted that the application had to be accepted on the spot. He also reportedly threatened the PDO of dire consequences if she did not do what he wanted, hurled obscene words at her and blocked her from discharging her duties, Sumana stated in the complaint.

On the basis of this complaint, police have registered a case under SC/ST Act against the accused and have begun investigation.
