Mangaluru: DC frames rules for vehicles carrying school children, warns violators

Mangaluru, Jun 23: Dakshina Kannada district deputy commissioner A B Ibrahim, has stipulated that it is mandatory for all the vehicles including private ones carrying school children to be painted yellow.

He was speaking after presiding over a meeting of officials on safety of school vehicles held at his office on Wednesday June 22.

Ibrahim asked police and regional transport office to take action against erring vehicles without fear of favour. He instructed the concerned to strictly implement all the rules over school vehicles and to pass on instruction on these lines to all schools parents and school vehicles. He ordered officials to complete all the processes by June 30 and take steps against violators from July 1 onwards.

Auto rickshaws carrying students to and from schools can carry a maximum of six children aged below 12. Maruti Omni vehicles can carry maximum of eight children. Children above 12 years should be carried as per the seating capacity of concerned vehicles without concession, the deputy commissioner said.

The other rules in vogue are display of 'on school duty' board in front and behind if vehicles are taken on rent, each vehicle should have first aid boxes, each vehicle should be fitted with speed governors, vehicles should have uniform grills, fire emergency kit should be provided, school's name and telephone numbers should be prominently displayed on vehicles, reliable locks should be provided, and an attendant should look after children. Parents, school teachers etc can travel in such vehicles for checking safety aspects.

District superintendent of police, Bhushan Gulabrao Borase, said that his department has begun checking school vehicles with immediate affect, and that after carrying out this campaign for a week, stringent steps will be taken against erring drivers. He said that vehicles carrying school children should compulsorily abide by the rules framed by Supreme Court. He asked parents and school development committees also to initiate measures to streamline these rules.

City deputy commissioner of police, Shantharaju, also said that school vehicle checking has begun from Wednesday. Noting that auto rickshaws and Omn vehicles have been seen to be carrying children in excess of permitted limits, he said that the concerned drivers have been educated to fall in line.

    Mr DC, Cops will go behind soft targets, like the school vans that make money fro living, still noone is mentioning about the City buses, they drive at enormous speed, do not stop correctly at the stops, overtake at any gap they get and last even if they dont have a road to drive, they will take it on a footpath, first control them, and a lot of regulations will be in place...

    Please transfer this DC as he in DK from past 3 years.After every incident like this he takes action and that directly reflects to the poor citizen.In this incident it was the bus which made such a big accident and no rules are been framed to control the city buses which fly like need for speed vehicle's.

    What about city buses without doors and windows noisy horns overspeeding overloading beyond seat capacity 33? Bus was responsible for all that happened why are you covering? Now they will come up with brake failure story oil leaking etc and close the case. Wake up dear citizens of mangalore !

    I request the school authorities ,please increase the school vehicles.Whatever DC said just follow .This is a matter of child safety.There should be alert boards in and around schoolzone.
    Here in Dubai ,there are theory classes in driving school which mainly teaches human bonding i.e driver should have sympathy with other fellow drivers and passengers.Drive safely.How everyone's life is precious than time and money.Indian driving school should also implement this.It seems like humanity is day by day getting buried deep down and greed is uprooting.

    The best way to control buses, lorries & other rash vehicles is if they involve in a accident, simply that vehicle should not be released for at least 6 months, then only these bus owners will feel the pinch. For every accident, the guilty vehicle should be impounded for at least 6 months....this will solve lot of rash driving in roads.

    after seeing the progress since 2 days , after the Thraci accident, it's evident that no DC, nor RTO can touch these killer bus drivers. No words on these killing evils so called bus drivers were spoken by DC, officials, police, SP...none. Everybody talking about rules, advising parents, catching unrelated vehicles and checking, school vans, parents... everything. But not even one strict action against the bus drivers. That evidences how shameless our authority is. Not dare enough to take any single action against these bus drivers... we know why also... but unfortunately nothing could be done by us, so called normal public. we have to bear some more strictness, scolding, checking on our way, for no mistake of ours...

    Sir,
    Any decision on the part of Scooter/Bike owners who carry children more than the capacity in their two wheelers. I know such action may hurt the parents in terms financial burden but rules are made to follow.

    I welcome the move of the DC but the same time I pity on those who lose their livelihood due to this. Implementing these rules will be very tough. Rules should be relaxed within City limits at least. Maximum danger lures in Highways and in outskirts.

    It is easy to you take action against CAR and AUTO , but ur not talking single word about that killer buses who drive 100 kmh in city limits and school zone ???
    within a 3 days you will allow that bus and that driver to come back to his business . And take more lives without in fear .So Mr, DC please be practical and say i can't do anything for BUSES in such a beautiful city ....

    agree. the public alongwith drivers of small vehicles like autos scooters should protest otherwise these big vehicle drivers will easily come out on bail and kill more people without fear of law. these rutheless drivers should be kept in jail forever so that other drivers learn a lesson.

    Exactly correct !! Why just school vans and autos, why not the killer busses or fleecing autos ??? It is understood that extra safety measures must be taken while ferrying kids school kids. But then looking back at history, most accidents are caused by busses. Mangalore traffic jam is because of busses. Loud music is played in busses. Busses speed across the city like they have entered into formula one race. And dare we utter on objection, both the driver and conductor pounce on us with such abusive language, porn films would look decent. And what more, they would even go ahead and file a false complaint against you, or will strike. Rules are just for the common man and not for lobby's like busses and autos. RULES ARE RULES AND MUST BE APPLIED TO EVERYONE!!!

    Fantastic & great regulatory decision by the DC.
    Sir implementation is welcome but follow-up and regular checking over these transporters is a must.
    Good administrators always strive to bring good things in the interest of common man.
    We need people like Mr. Ibrahim in other areas of our civic society.

    Most of the people have cameras on their phones. The district administration (RTO) or a special traffic squad must come out with stringent rules to offenders like speeding over max limit, overladen vehicles etc.. They should make an announcement that a video recording along with the registration no. of the vehicle shall be sufficient evidence to prove the offence. The offenders should be subject to hefty fines and take the vehicle into custody for 3- 6 months. In turn, the public should co operate extensively and video record the offences and report them to the concerned squad. The traffic squad should ensure that there is sufficient transparency in punishing the offenders. Accordingly, the public should have enough assurance that the guilty are punished.

    One simple question, whoever those questioning DC on the rules regulations, how many of you guys follow the rules??

    In gulf countries there is no ear breaking horn sound, but in our area buses and truck drivers press horn gear for kilo meters....

    In case ladies or girls riding bikes, these driver pres horn just behind them to scare, is there any value for two wheelers in front of heavy vehicles?

    How police can control all the vehicles? how many of them on duty ? you can count them in fingers!!

    Police or rules cannot change the public but public has to think theirself and change their own attitude towards rules and regulation.

    Private busses & tippers are above law. How can action be taken against them? After all they give "mamuli" to every station they pass. Busses are beyond law, no one can question their driving, even the super cops...

    good decision ,But for how long will this rule be strict???
    Even if the school transporting vehicles drive safely what about our City bus drivers who drive like mad in the mornings,They also are the main causes of accidents please have a look near bendoor junction bypass,Nanthoor see how the drivers turn the buses thye come all wrong sides they dont respect small vehicles.

    With the condition of road and density of vehicle at what speed you can drive in peak hours. Not above 60 Km/phr. in Highway. In City below 40 only. No way anyone can exceed the speed limit in peak hours. Accident happens due to negligence and lack of safety awareness.

    Setting 60kmph limit on highway is stupid. I dont agree with speed limit and it wont be enforceable. The buses will be a nuisance on the highway if they use right lane. A rule can be brought that buses can only use the left most lane. They should be also banned from overtaking. If ever caught overtaking they should fined around Rs50000.

    But such rules are brought then the travel time by buses will increase considerably. Are people willing to lose time.. i dont think so.

    @ lavina MOST schools do have buses but still children go by autos private vans. do you know why?? pls. do build one school run it and also ply buses and then put your comment here. it is v easy to add comments, see if you can build one school first with all amenities at least catholic schools are providing basic education to middle class children otherwise parents will either have to send children to rich schools whr fees are in lacs of rupees like ambani mittals dav schools or to municipal schools.

    Why doesn't the DC have guts to implement strict speed limits for vehicles in and around the city?

    In all the European and middle east countries, the buses, large passenger vans and trucks have strict speed limits... while cars having it at 140 km/hour, buses have 80 km/hour.

    Here we can see buses and trucks over taking all other vehicles dangerously.

    The question is "Unsafe vehicles" on high way. Yellow colour adds up visibility but do not deter the impact caused by insane drivers driving heavy vehicles. Equally restriction of passengers is welcome step, however do not address the root cause. Think of restricting fragile autos/omini on Highways.

    I agree with you even reckless driving shud be stopped especially by heavy vehicles like buses, trucks trailers they think they own the roads becos even if we are drving safely they may w/o fear of law hit smaller vehicles or pedestrian. Also speedbrakers need and signals need to be installed and all turning points. passengers travelling in prvt buses shuld take to task the drivers if tehy are driving rashly. With children even adults even adults need to be SAFE becos even an adults death can ruin a family life especially those having children dependent on them.

    What a shame, transporting school children by omni must be stopped,,this is a killer vehicle. Our education departments do not implement the safety guidelines for transportation of students. And no one including parents care.

    No one will paint yellow color. Drivers have to do off hours work when schools are shutdown like marriage.. Function trips.. Picnic.. This rule shd have been implemented long time. After deaths rules come in India. Is the borewell closed in Mangalore ? Wat a news coverage wen children falls.. Then no one bothered..Always same story. Wat abt accident which took place in nanthoor. No action yet to stop future accidents. First people's thinking shd change in Mangalore, no patience.

    Eg. If a vehicles stop in road by mistake. Back ppl starting horning as if any crime happened. Specially wen girls drive cars. No life in Mangalore after nyt buses shops closes. Wat plans in hand to save water ? No one is bothered. No planing for future. I am tired of this attitude of manglore ppl.

    Well said what about the private bus drivers who overboard the passengers, the owner of the bus or his representative should be in the bus, this conductor and driver hire the bus from owner for rent a give a certain fix rent to owner remaining money will be shared by this money hunger driver & conductor, RTO must implement a rule to bus owners only to allow a limited standing passengers, if they violate the rules bus should be seized for 2 days on the first violation
