I have seen a documentary of this life line train in BBC that provided a new life to the needy and villagers from UP, Bihar, Haryana, Rajastan were benefited from this life line service. But I don't think south Indian states are in need of this service who have better transport and medical facilities.

It's not a jhumla because this initiative has nothing to do with Mr. Modi. It's serving people for the last 25 years. started in july 1991. It is maintained by Impact India Foundation.
