Mangalore: One Day Workshop for Police Personnel Held

Mangalore Dec 3: A one-day workshop was organized for executive/special executive magistrates and police personnel by the Dakshina Kannada District Legal Services Authority (DKDLSA) jointly with the departments of revenue, police and transport here on Sunday, Dec 2. Police officers above the rank of sub-inspector, district revenue officials, including tahsildars, assistant commissioners and Karnataka Administrative Service (KAS) officers attended the workshop.
 
The main aim of the workshop is to sensitize magistrates and police personnel on the procedures to be followed while invoking sections 107, 109, 110, 133, 144, and 145 of the Criminal Procedure Code (CPC), pertaining to maintenance of law and order and detention of persons for this purpose. This is necessary as several offenders booked under these sections were able to walk away by using loopholes in law.
 
Resource person A. Udayananda delivering a lecture on the topic 'security for keeping bail' declared "Officers who implement law and order should give more importance to prevention of a person from committing crime rather than charging a crime." According to him an accused cannot be charged or convicted based on his previous criminal history, and therefore police officers must be vigilant in checking the possibility of recurrence of crime.
 
In this context, Udayananda opined "A police officer could opt for any one of the three theories of punishment which includes determent, preventive and deformative. There is no fault in adopting anyone of the three theories, but the situation should be apt to that theory. he further remarked. Karthik Udupa the other resource person spoke on subjects relating to law and order in the state.
 
The chief guest on the occasion president of Mangalore Bar Association K. Monappa Bhandary in his speech pointed out that loopholes in law had led to inefficiency in implementation and therefore advised "Officials should be aware of the loopholes."
 
First Additional District and Sessions Court judge K.B. Chengappa will inaugurated the workshop. M. Maheshwar Rao, Deputy Commissioner presided over the function. Chief civil judge K L Shivalinge Gowda, RTA officer Sadashiva and additional SP B S Lokesh Kumar were present.
