Puttur, Oct 10: "Ours happens to be the first ever state to apportion development schemes on the basis of population. Under this ambitious scheme, we have set aside Rs 19,542 crore for schemes oriented towards lifting the standards of living of people belonging to scheduled castes and tribes," said Karnataka chief minister Siddaramaiah.

He was speaking after laying the foundation stone for the veterinary college that will come up at the cattle farm of animal husbandry department at Koila in the taluk on the evening of Sunday October 9. The college falls under Karnataka Veterinary, Animal and Fisheries Sciences University.

The college will come up in 247 acres out of 895 acres land under the control of animal husbandry department at Koila. Initially, Rs 110 crore has been released, and the college building is projected to be completed in two years.

The chief minister said that the total grants being earmarked for the development of these communities will be hiked to Rs 85,000 crore. "We have drafted the schemes in such a way that unspent grants in a particular financial year will not lapse. It will be carried forward to next year," he explained.

Siddaramaiah said that the government has eased the income yardstick for appointment to departments like revenue, health and education. He added that the problem of delay which was experienced in the past in appointments awaiting permission from finance department has been addressed. "We have taken steps to fill 650 out of 692 vacancies of doctors and 300 assistant directors in animal husbandry department," he revealed.

He said that in the next year, the quantity of rice under 'Anna Bhagya' scheme will be increased and under 'Ksheera Bhagya', children will be provided with milk all days of the week.
