Udupi: Private bus operators approach HC against JNNURM buses

Udupi, Nov 18: Government buses being operated under the ambitious Jawarhal Nehru Urban Renewal Mission (JNNURM) scheme of the central government under which various advantages and facilities have been extended to the commuters, had started running in the city from September 7, after lot of delay because of hiccups in the initial stages and opposition from private transporters.

Private City Bus Owners Association here has now approached the state high court (HC) in a bid to scuttle this scheme. The petition is expected to come up before the high court during the next week. If the HC issues stay order against operation of JNNURM buses as is being hoped by the private operators, these government buses will remain off the roads. If the stay is not granted, they will continue to be operational.

The association, of which Kuilady Suresh Nayak is the president, argues that the minimum fare for the said government city buses has been pegged at Rs 5 whereas for the private city buses this has been fixed at Rs 7. As such, the association has demanded for fixing the same fare for government buses also. KSRTC officials argue that hiking the fare will create problem of change because of shortage of coins, and the buses under the scheme are not run for profit. They say that JNNURM buses are meant to serve the people, and KSRTC bus fares are fixed by the state ministry unlike that of the private operators which are fixed by the respective regional transport authorities.

At present, 12 government buses are being run under the said scheme here. In the past, when deputy commissioner of the district then, Dr Vishal R, had announced the decision to issue 30 permits under the scheme, private operators had tried to block the initiative by taking shelter under an earlier order issued by the district magistrate against issuance of permits to the government buses for running city services. Although they had approached the HC then, their effort to thwart the government city buses had failed.

In the meanwhile, general secretary of district Nagarika Samiti, Nityananda Olakadu, has alleged that delaying tactics are being employed by the concerned in issuing the remaining 18 permits to government buses, and that the time table fixed for buses under JNNURM scheme appears like having been drawn in the interests of the private operators than the general public.

At present, JNNURM buses are running under loss. Because of improper time table, student passes and monthly passes are not in high demand, as commuters say sufficient buses are not available at the time of going to work and coming back to home. Therefore, the people continue to be heavily dependent on private service now.

District in-charge minister, Pramod Madhwaraj, has asserted that he will ensure that efforts to block operation of JNNURM buses will not succeed. He said he would discuss the matter with KSRTC managing director and advice him to take all relevant steps to see that this service continues and expands.

Divisional controller of KSRTC at Mangaluru, Jaishant Kumar, said that a systematic conspiracy to overturn the government city bus service, which is meant to serve the people, has been hatched. He hoped that the people will not be deprived of the government bus services as a reusult of an undermine the ambitious scheme that is extremely popular.

    Long live KSRTC and JNURM. I myself used these JNURM buses in bangalore truly safe with cctv low footboard, pneumatic doors, led display, stop announcements electronic tickets, passes, good staff etc. I warn private bus operators of daring consequences if they threaten the staff of JNURM bus. WARNING ENOUGH!

    Many of the private buses are run by Goonda and communal elements. Whenever Government buses are introduced, these elements harass the Government bus staff. People also do the same just please the private bus mafia.

    Govt buses are going to be a failure in undivided DK district as always. We are so much accustomed for private buses, their punctuality and frequency and coverage. No other place in entire India has such connectivity and frequency of public transport. We have never known what it is to wait for more than 5 minutes for a bus because have them running on almost every route for every 5 minutes or less, except for some very interior places. Add to it the punctuality of the buses. This is something very difficult to find in govt buses. Punctuality is unknown to them and connectivity-wise too, they are far behind the private operators. Agreed that private buses have been costly, rash, rude and killer at times. But the way they have served undivided DK, no other bus operators can. Whether it is short distance city buses or long distance inter-city and inter-district buses. They win due to their service. Govt buses even in heavily used other regions of Karnataka are a real mess. I have experienced it myself in North Karnataka and even in Mysore, Bangalore where I have lived long due to my work and education. Every time I waited for a bus, I remembered our private bus service in DK and their punctuality. There were days when we had to wait for 1-2 hours to catch a bus or make a walk for 8-10 KMs because a bus which was supposed to arrive a particular time never arrived. So in DK, govt buses will begin with fanfare but will fade out eventually because the people will prefer private buses which can meet their fast-paced life and timings.

    Bus owners( private) should be investigated by IT department.

    They have disregard for safety norms and pay least attention to the passenger well being in their quest to do maximum collection.
    Udupi Mangalore people are not living in NewYork or Mumbai. I can understand the fast paced life there. Waiting additional 5 minutes is not a big deal if it ensures safety.

    The culture of bad road driving/rash driving in our coastal district is largely influenced by the speedy private buses. If these are removed then things will improve for the better.

    Lets not support the private buses as they have outlived their utility. It is upto us citizens to use our rights to keep the government buses on the path for better service.

    this is true..all these want govt buses..bcuz they private..thats it ....kasargod-mangalore people wanted govt buses back in 2011, they got what they wanted govt cancelled pvt buses in that route now see what happened..the same now are begging for pvt bcuz govt buses have no time sense and no proper stops for passengers

    We do not want private bus onroad. Half the buses have no signal lights working. Al the private buses should be replaced. HC has better jobs to do rather listen to these private junglee.

    what's the hell. It's obvious these private bus operators will object Govt busses. right. How the hell they were allowed to file a case on this. After long long struggle we at Mangalore got these govt busses. We were really fed up of these private busses, their competition, their dominancy, over speed, over take, competition... public is tired of all these... also price. they play with the commuters charging what ever they want. Now it's controlled just due to implementation of these Govt ( JNNURM ) busses. Hope court will not listen to these cheaters and take a wrong decision. We are very much happy these govt buses.

    The people are bound to benefit if the government buses continue to ply. At no cost should the private bus owners be allowed to have their way. Why are they scared of the government buses? Let them compete with them but first let the drivers and conductors of the private buses learn to behave. They behave as if they are the lords of the roads.
