We never know the inside story, guess he may have tried to get out of crime and live a peaceful life, it's the cops who make criminals grown they end up involving in more n more crime. Now what will happen is, he will go to jail and work with his inmates and his followers in the jail, operate the underworld activities and cause trouble to others, as the system won't allow him to stop and live a peaceful life.
