Delhi govt conducts raid; imposes fine on overcharging


New Delhi, Mar 27 (IANS): The Delhi government has started raiding shops and manufacturing units to check overpricing during the lockdown and imposed fines on those found violating rules.

Food and Civil Supplies and Consumer Affairs minister Imran Hussain on Friday reviewed the functioning of Legal Metrology Department with senior officers amid reports and complaints of overcharging by some dealers, retailers and manufacturers in the sale of essential items.

"On the directions of the Minister, teams were deployed for checking the instances of violation of Packaged Commodity Rules (PCRs) and overcharging by retailers, shopkeepers, chemists, manufacturers and traders, especially with regard to the sale of various essential commodities," the Department said in a statement.

A team found instances of violations of Packaged Commodity Rules (PCRs) by a retailer running a Delhi Milk Scheme Stall in Roop Nagar area where the team found packed items with tampered mandatory declarations.

"Four prosecution actions, one each against defaulting retailer and three manufacturing companies total amounting to more than Rs one lakh have been initiated.

Packaged Commodity Rules prescribe requirement of printing of mandatory declarations on the packaged commodities i.e. the name and address of the manufacturer, packer, importer, the common name of the product in the package, the net quantity, month and year of manufacturing or pre-packing, MRP (inclusive of all taxes) and name, address, telephone number of the person who can be contacted by the consumer in case of a complaint.

"Failure to comply with PCRs renders the retailer/manufacturer/trader etc. liable for prosecution action under Legal Metrology Act, 2009 and the Packaged Commodities Rules, 2011."

Hussain directed the officers to review the functioning of field staff on a daily basis.

He further directed that chemists, retailers and traders should not be allowed to take advantage of the health crisis.

"The Minister also directed that the violators and defaulters must be immediately proceeded against, as per law."
