Mangalore, May 13: The district administration initiated an online system to deliver better file processing. The successful launch of an online checking system for files and applications took place as part of the project aimed at paperless offices.

Speaking at a press conference on Thursday May 13, deputy commissioner (DC) of the district V Ponnuraj said that the introduction of an online process will help the applicants know the file status and requirements of the file.

“The applicant can easily get their work done through this system without having to visit the DC office or taluk office”, he added.

“The website of the district administration will give all details of the application, the process of verification, and required documentation including the remarks. Through this, one can know the status easily without visiting the concerned offices”, he explained.

“The online system also helps in transparent administration”, said the DC.

The public can also lodge complaints on whatever they want to bring to the administration’s notice. Any application submitted to the district administration and assistant commissioner’s office will be checked through the system.

The district administration’s second step towards paperless offices is filing land conversion applications online. In the online application process for land conversion, a person will get his land converted within a maximum time of one month.

A person should provide all the required documents by scanning them and should enter other details in the application format on the website.

“The online land conversion filing will be done with the involvement of gram panchayat officials. They will be soon trained in this regard”, informed the DC and added that necessary instruments will be provided to the gram panchayats.

“The filing of land conversion applications will be done providing all details of the applicants. Mobile numbers and email ids will be requirements of the application”, said Ponnuraj, adding that an SMS will be sent to the person’s mobile number about the status of the file and email will be used to inform applicants of needed documents.

“It is a revolutionary step in administration and has not been implemented anywhere so far”, claimed the DC.

The DC has begun a goodwork and hoped he will take it to logical conclusion with the involvement of entire Dist Admn upto GP level. This would need extensive training for all the employees.
The Dist Admn should also bringout a booklet as part of this programme, outlining the functions of various Depts, various govt programmes, facilities, fees and duties,Citizen's entitlements, the application formats, time frame for disposal of applications, names and designations addresses, telephone numbers of competent authotities, grievance reddressal system etc. There should be a Cmmittee of Competent People to oversee this " PEOPLE'S MANDATE " at the Dist Level and Sub-committees at Block and Gram Panchayat Level. It is hoped, Dist Admn would be favourable to this suggestion and act on this suggestion in the interest of an efficient Administration.

The news publication of this information is good. But it would have been better if the web site address for this "paperless Office" was given. Most of the news papers of good repute do the same. They give the details of what on can expect from Online information but do not provide the address. Pls provide the site address. If the authorities do not provide the address then the reporters should ask for the URL during the Press Conference or call them up and ask for clarifications. Journalism has still to improve a lot in India.

Please provide the online web address and accept my thanks in anticipation of your reply.

This is a good move. However, I believe the backend work will be done by people for any applications filed online. Will this increase the productivity or work efficiency of people doing the manual work ?? I hope the website will display the actual time required, actual cost of processing of the applications, which will mean real transparency. This might help in curbing the corruption too.. Good luck with this new initiative DC.
