Joint Survey Exposes Defects in Highway Construction Work

Just when the citizens were expecting top quality highways to at last line the district and make road travel a pleasurable experience, a joint inspection report has revealed that national highway 17 between B C Road and Suratkal is full of defects.

A district-level road safety committee meeting on the inferior/sub-standard quality of New Mangalore Port Connectivity Road Project of NHAI (NH 17) and flyovers constructed by M/s Ircon was held on April 13, and inspection of the highway was conducted on Monday April 18.

Praveenchandra Shetty, chairman, road safety sub-committee (Kanara Chamber of Commerce and Industry) has strongly condemned the inferior quality of the road work.

The committee consisting of senior officials from RTO, DK District Police, MCC, NHAI, Sai Consulting Engineers Pvt Ltd (Consultants for NHAI), KPT and KCCI carried out the inspection. 

Defects:
 
Inferior quality of flyover bridges at Kuntikana and Kottara Chowki Junctions: Uniform thickness of tarred surface within the spans is not maintained. Vehicles bounce up at the entry point, ramble along the bridge between the spans and get pressed down all of a sudden and lift up violently at exit point. Thus it is clear that flyover bridges are not in acceptable condition in any standard.
 
Traffic circle at KPT: Width of passage around the circle is much narrower than that of approach roads. Passage at circle is inadequate to maneouvre two vehicles running side by side simultaneously. Road to circuit house from this circle is off-centered. Islands around the circle, between the approach roads are out of shape in totality. The junction does not qualify to be fit for safe use in any manner as it poses severe danger to motorists, especially for traffic entering from other directions.
 
Surface level of stretch of roads between KPT junction and Padav School junctions: A little less than 2.5 km of stretch of road (in north-south direction) is built with three different surface levels. Vehicle bounces upwards thrice on these edges.
 
White paint on lane marking: Lane marking along the newly-constructed highway has almost disappeared within 3-4 months of use due to poor quality of paint used for the task. As these marks act as indicators to judge the direction of road during night driving, the purpose of the same is not served and miserably defeated.
 
Use of round marble pebbles as soling between Maroli and Bikarnakatta (Nathoor): Use of round marble pebbles reduces force of bonding on the sole of tar road. As heavy vehicles pass through this road, the pebbles slide sideways and give rise to potholes in monsoon. Abundant quantities of pebbles are used in this stretch as against graded sand, to save on cost of construction by compromising on quality and neglecting specifications. This will prove to be never-ending drain for financial resources of NHAI, in terms of maintenance and upkeep of highways.
 
Entire stretch of completed NH 17 from B C Road to Suratkal (stretches on which white lines are painted is as approved by consultants and considered as completed by project director of NHAI) is full of surface unevenness, uneven inclinations on varied angles on horizontal plane, ditches, potholes, defective joints, loose soling, improper shoulder, side way slip cracks, porosity, camel backs etc.


Decision of the Committee

- Quality of this highway and flyovers built by M/s Ircon was not approved by the committee for its poor quality and substandard workmanship and materials used.

- The defects on the highway are not safe for motorists and other road users. It has caused many road accidents, grievous injuries and claimed many lives.

- The said highway does not meet the specification and standard laid down in IRC (Indian Road Congress).

- Hence, quality and standard of entire stretch of road and flyovers on New Mangalore Port Connectivity Road Project of NHAI (NH 17 between B C Road and Surathkal) stands rejected by the committee.

It is further resolved that the written approval 'district-level road safety committee' under 'district administration' on workmanship and quality of material used is mandatory prior to handing over the said road to NHAI by M/s Ircon for use by public.


George Modayil, a team leader of M/s Sai Consulting Engineers Pvt Ltd, in his bid to clarify for delay in completion of the road said that the work was started in 2005 with 30 months deadline. But it took 66 months due to land acquisition problem. All through the inspection, he agreed that works were of inferior quality.
 
Modayali added that project cost rose to Rs 264 crore from Rs 194 crore due to hike in price. He also said that the defects will be rectified and the report will be submitted to the district administration.
 
P N Gawasani, project director, National Highway Authority of India, Mangalore failed to attend the meeting. Praveenchandra accused that he was purposely missed the meeting.
 
After the joint survey P George Modayil refused to sign the acknowledgement receipt of this report. According to the report not a single stretch of road for even half a kilometer has been found to be satisfactory. Also, the committee demanded that M/S Ircon be blacklisted for poor deliverance.

    Ours is a country of medocores and we have beenaccepting all types of substandard and unsafe things in our life! Be it hospitals, roads,railway stations, bus stations, airports etc. the list is endless! Instaed of blaming the politicians for each and every problem that we have, we should take things into our own hands. We should be more vigilant and question any substandard works happening around us during the construction of any type of public infrastructure. I am sure we are capable of that much. We should use the RTI to find out the funds avaialble for the various works that are being taken up and how the funds are being put to use! Let us stop giving and accepting bribes!

    Scientific Road planning is even there in US Pre-School Picture Story Book but our so called educated Babus, Engineers, Local Authorities, Locally Elected State/Central Representatives and even the Ministers in Charge in the Govt intentional wish to ignores to correct them in their commencement.     After a deep sleep this gentleman is wokenup.Every thing is completed, now only at certain places only it can be set right. I beleive road alignment is kept on changing keeping in the interest of the influencial people. In that case why this deep sleepers are keeping quiet. Make sure to set right the things at Surathkal, Kulur, Kottara, KPT etc. But one should also congrtulate the good and impossible work done also.

    Just see the pictures, how much dirt in drains, we are the people who throw bottles and waste on to the roads. In Gulf police will catch & fine if someone throws waste on to the road not even allowed to piss on road side. In 1975, 1st time I went to Bombay and got gun salute from Chembur to Ghatkoper, early morning guys were sitting beside the road with water in tiny buckets. Let’s keep the roads clean, neat & tidy. I saw in December contactors are using latest technology in constructing N.H. 17 high way from Kundapura to Surthkal. Maintaining level and trying their best to reduce the curves. Even the base is hardened with heavy rollers. Enough jelly is used before concreting the road. Hats off to Italian mam.

    Finally we see some officers who are holding those responsible accountable. Wake up call never too late...this is the first time we see such report in Media. Thanks to Daiji.In the past we witness every year road work contact awarded for the same road and its keeps on repeating year after year. What I mean the guarrantee of the road remaining without any defects is less than one year.
    That was a sort of business among engineers and contractors.
    Why can we enforce to publish the names of contracting company and chief engineer in-charge of that road project. So media, public knows who is handling the project.
    There must be 100% transparency in all such public projects.

    Mabukala bridge was constructed by French Engineers before independence, during that time my grand Father told this bridge will collapse in one year it cannot stand heavy flood during rainy season, my grandfather died, my dad died but the bridge is still there today, my grandfather under estimated the technology of French engineers. He accepted his mistake later on.

    Barkur Bridge was constructed by Indian Engineers, again my grandfather could not control his tongue, we were driving a boat below the bridge and he said this bridge will not last long because the construction work is very poor. I said Aba, give a break. My grandfather died, also the Barkur Bridge collapsed within few years, as per his prediction. This time he was right.

    Today Indian Contactors are using same technology to construct road, but they need to bribe our politicians at least 25% of contract money. Wait & watch few days later same safety committee will approve the road when political pressure comes on their head. One more thing In Gulf countries there is no rain, that’s the reason the roads are very good. In India roads getting spoilt so soon because of rain as there is no solid base & drainage facility, in new highway projects engineers have kept good drainage facility next to the road so that rain water may not flow over the road. So don’t blame the contractors, accept and learn to appreciate the work already been done. Just remember the roads before and what we have now??

    We dont need any other kind of Indian products to demonstrate the quality, unless you dont believe in your own quality.

    Quality is produced when the demand has a rigid requirement. High end quality product means more cost. When poverty hangs around Indian population, how can they pay so high to get their basic requirements.

    So, people import or depend on imported products when one can afford.

    It has the same relationship to Demand and supply. Students in India, can mostly go for McGrow Hill India publications, not the ones that are printed abroad. All due to the budget that they have.

    When a person is ambitious to acquire a touch phone and has a limited fund,he would go for a low-quality Chinese version of the ipod clones.

    Again, employing a African coach need not bring victory unless Indians perform well. I can teach swimming, but to excel with 14 golds in the same event like Micahel Phelps, self determination and passion is important. Coach can only pass on technics and give feedback to close the loop. If a student receives rank need not mean that the teacher is a gold medalist.

    Anyway, the issue is that we find defect in the road work. Most people like us canonly comment to bring it to their notice if they are keen in reading the critics.
    This seems better than leave it unnoticed.

    Watching the flaw and keeping mum does not help eitherway. The doubt as someone raised is perhaps due to money remained after bribing several hands.

    Its all about inferior quality of products & manpower used towards the projects, Cant blame any political parties on this issue, the inspection should have been carried on a regular basics by the officials, they have been fed enough for not inspecting the areas hence resulting to poor conditions of roads. Blacklist all companies who are not upto the mark in doing public projects, while the people suffer the losses by paying taxes!!!

    whatever comes in their they accept directly. If it is happened in Kerala state people are immediately stops the work by taking a procession or march to the concerned deaprtment. Since our country is flooded with corruption the common man can not do anything regarding these issues. That is why our beloved Anna Hazzare come forward to establish a corruption free country. First up all our country should control the population, then only people will live happily without any corruption.

    Sitting in India I can also comment about Dubai. I saw the living, food and sanitary conditions of Indians living in Dubai and I was traumatized. 20 people in a small room with bunker beds and one toilet.
    This place was worse than our cattle sheds.
    My friends work in Dubai and they are all talented professionals but they are made to report to some dumb GORA. This is atrocious and all of them are now coming back as India has now become very competitive.
    Dubai does not manufacture anything and every thing is sourced from the west.
    Dubai’s infrastructure is impeccable but most of it has been developed by our Indian’s.
    Why we cannot replicate the same in India?
    It is all because of our corrupt politicians who want their share of pie in everything.
    We also have fantastic express ways. A drive from Mumbai to Belgaum takes only 6 hours but from Belgaum to Mangalore takes 12 hours.
    We also had a Godrej fridge manufactured in India and it lasted us for 25 years.
    Karnataka has lost all its glory because of our corrupt politicians and even after gobbling Rs. 150 cr. From illegal mining these shameless guys are refusing to quit. I am surprised even some educated people support these jokers.

Before they comment lets blame congress & Soniya to keep their mouth shut. National Highway 17 is central govt project, but BJP is taking the credit for nothing, people are not aware that who is doing the developments in Karnataka? All development in Karnataka is from central govt, and not from present BJP govt. State funds are misused in operation kamala and are property of Vira Shaiva community, all money is going to this community and all Hindu backward communitys are ignored for no reason.

    This is just like an old say "URCHARE BANNAGA BITTHEL NAADUNU"

    The concept of flyover is totally wrong...why?

    1. In Surathkal .......if you are travelling from Mangalore to Udupi, you cannot use Flyover, it’s only for traffic coming from Udupi to Mangalore, its for only 2 lane traffic, not for all 4 lane. Those who want to go to Krishnapura they have to struggle through the surathkal town.

    2. Same in Kulur..flyover is only for 2 lanes

    3. In Kottara......the flyover is only for those coming from Kuntikana, others have to struggle.

    Instead of these flyovers, if the same money was used to acquire the lands and make 6 lane roads, which would have been better.

    No proper service road in Surathkal, Kuloor or in Kottara.

    Side channels for rain water, most of them are buried already as no crossings were given, shop keepers or building owners made their own crossings.

    Flyover - What one can do now? If it is not safe, are IRCON going to replace it? The STEEL re-enforcement has been exposed to rain and coastal weather for over 6 years now and with the thick coat of rust...how safe it is?

    Friends....there is no point of blaming any government....as old say "Hindu - Muslim Bhai Bhai" ......now it is "All politician's are Bhai Bhai", got to change ourselves first, bring out the corruption.

    I read some where this...."the greater tragedy was not the actions of bad people but the silence of good people"

    The Road safety committee seems to have rightly asserted itself ,this time ..Well done Mr Shetty ..We need more such expose's..Good going .We do not want it to stop ..The traffic islands , by passes ,the bus stop bays are pathetically planned ..wonder why this happens in india ..Also wonder if its happening in politically neglected areas such as Mangalore ..? Un fortunately for general Mangaloreans these do not seem to the real issues ..instead they fight for trivial issues such as religion ,conversion ..etc ..Nobodycares about good governance.

    Don't we have a Quality Control Dept. which approves the materials?
    When every 1KM of road stretch is laid core testing is done by the quality dept. so that any defect in workmanship or quality is noted. Here it seems after 66 months we wake up from slumber with the Road Safety Committee and issue an report which is absolutely rubbish. Can the educated citizens wake up & see that the projects handled by these incompetant contractors/Consultants and sort out out the matters. Its better to recitfy now and then have more accidents later.

    INDIA CHURNS OUT SO MANY ENGINEERS AND YET WE HAVE SUBSTANDARD INDIAN-MADE PRODUCTS EVERYWHERE. MORE LIKELY, ONE IS BETTER OFF BUYING FOREIGN GOODS THAN INDIAN, AND UTILIZING THEM IN INDIA. I HAVE A FRIDGE AT MY HOME WHICH IS JAPANESE AND IS STILL GOING STRONG AFTER 22 YEARS. CAN YOU IMAGINE ANY INDIAN MANUFACTURED ITEM THAT CAN LAST SO LONG (EXCEPT FOR GAS GUZZLER 'AMBASSADOR" CAR?)

    INDIAN MADE PRODUCTS / SERVICES LACK QUALITY, LONG-TERM SUSTAINENCE, AND THE FINISHING IS POOR AND THIS IS SEEN IS EACH AND EVERY SERVICE OR PRODUCT IN INDIA. ONLY SOMEONE WHO HAS EXPERIENCED UTILIZING FOREIGN GOODS / SERVICES CAN UNDERSTAND WHAT I MEAN.

    SOME JOKERS HERE MIGHT SAY, INDIA IS THE GREATEST COUNTRY IN THE WORLD AND WILL BEAT EVEN GERMANY, AMERICA, JAPAN AND WESTERN EUROPE.     All that I see is the following:

    1. The autorities when santioning the work, dont look into their credentials.

    2. The contract is not awarded to a ssingle bigger entity such as Alstom, or L&T who provide systematic training to their staffs, and are able to carry out the job systematically.

    3. City planning whether road or structural, is perhaps done by the govt authorities, who are not trained or exposed to such activities in other countries whether infrastructure is superior.

    Such visits are restricted to political heads or ministers only (Ex: Yediyurappa or Gadkari visit to China, PM to Jakarta, Malaysia etc)

    4. Road widening is focussed within the city than creating a proper highway and linking the inner roads to the highways using means such as fly-overs or underpass etc.,

    5. Environmentally hazardous and domestically unsafe projects such as Fertilizer companies, Iron Ore processing, Iron ore transportaion, Oil refineries, LPG handling are promoted that makes the riding and driving tougher from Mlore to Surathkal route. White shirt transforms to Black(peace to Funeral progression).

    6. Electricity projects of the Canara districts such as Kaiga, Nandikuru etc are meant to provide 24hours supply to Bangalore, Hubbli and Dharward. Just one heavy rain downpour can disrupt supply of rural Mlore by 1 to 3 days and there is load scheduling.

    What Bijapur workers have delivered in the construction work is superb looking at their skill set. Let us appreciate

    To get a contract, half the money is demanded and pocketed by politicians leaving the contracter with no other option but to use sub-standard material with sub-standard work. What else can we expect? One look at those fly overs can enlighten even a blind person that the job is done using sub-standard engineering. These flyovers might colapse any day within the 10 to 15 years or even with a mild tremor.

    KPT junction has always been a problematic one. There seems to be no co-oridination between the city corporation (which constructed the concrete road) and NHAI. The 5th picture says it all. This intersection is a nightmare for two wheeler riders especially at night when heavy vehicles ply with only one head light.

    It is good know that a Road safety committee does exist in Mangalore!!! What are these Road Safety Committee and Consultants were doing all these 66 months? Are they not supposed to carryout inspection during the ution of works? If the quality of work was inferior why it was allowed thus far? Have they deliberately closed their eyes and waiting for the contractors to complete work with all the said defects? True enough, the contractor faulted and therefore accountable for his inferior works hence must be punished. But why only contactors to be blacklisted why not consultants and concerned engineers are to be left free/ not banned?
    It is possible that all those defects will not be rectified and contactor will be quietly paid in full (provided all those making these belated comments are taken care).
    The Road Safety Committee should not be a ceremonial set up, it should be functional set up, if not better to discard such committee.

    Please dont expect,Mrs.Sonia Gandi,Mr.Rahul Gandhi,to come to Mangalore to inspect the work of our N.H.17.Are U ignorant that there are dedicated officials to inspect the job.If U expect for every work Mrs Sonia Mr.Rahul should supervise than we dont need local MLAS,MPS,Muncipal Corporations,Panchayat offices etc.We r aware that this is financed by Central Govt,But who is
    doing the work,who is paying for Contractors.

    At least this seems to be a good move from the district-level road safety committee to find out the defects and the quality of work that is undertaken. Our concerned authorities are slowly opening their eyes to see what do they give to the public. Recently one of our ministers was boasting in Dubai that we have international and qualitative roads. Let this report be sent to the said minister! Now we know what kind of roads we have. The photos clearly prove that our people still lack civic-sense. Driving without following the rules has become the daily routine of many drivers. Among many, a few things that I noticed in B.C.Road- Suratkal highway are the following:
    - Hardly we can find any zebra crossing or pedestrians crossing,
    - There is no foot-path, so that pedestrians and especially children able to walk safely at the side of the road,
    - There are no traffic signals,
    - Lack of U. turns,
    - Lack of signal sign boards
    - No speed limit indications
    Its just not enough to construct and say we have better roads. Let the authorities know that we have roads but those are cheap ones! Shame on to them! We cannot squarely blame the contractors alone, but do find out, how much they had to bribe the politicians to get such contract.? If the full amount of money had been used without bribing the politicians we would have surely boasted of quality – highway and there would not have arisen any need to conduct such an enquiry.

    I travel regularly to Mangalore.I work in Muscat.I always show my son these flyovers and explain him why there is difference in quality of work in Muscat and here.It is pure corruption.People here dont need development.They want the news from corrupt politicians everyday.If we allow cockoaches to eat these flyovers they can do a better finishing to these.That is the quality of engineering done here.Anybody from outside visiting our cities will laugh at our sense of quality.For us business as usual.

    Mr. Louis D'Souza, Udupi/Kuwait, I think you are making the fun of others. If it is true then there is nothing wrong what you mean, but if it is your view about NH defects then you are totally wrong.

    NH road work is given contract and there is committee and responsible authorities are there to watch these projects and they are paid for it.
    If authorities are not doing their job then the elected representative has to bring these issues to government notice not during parliament session but directly to the minister.
    If Minister is failed to do so then the local elected candidate must bring all efforts to media and public. So far as I know our political leaders are dumb and deaf any in many issues they never bothered to say a single word. Unless and until the young generation is awake nothing will change.

    Bad news for long awaiting tax payer. Whichever Party is responsible, The work has to be redone to the consultants satisfaction at the cost of contractor. But I still wonder why the joint inspection was not done by consultants stage by stage. No gurantees should be released till the satsfactory handover of the projects.

    IRCON officials find it so comfortable to live and work in Mangalore, that "who in his right mind" would want to finish the work and go to some godforsaken place for another project? Whether central Govt. or State Govt. We the people have made it comfortable for IRCON officials to stay longer.
