Udupi, Aug 5: “Approval from two sessions of assembly is obtained to amend the Code of Civil Procedure for quick disposal of cases to petitioners in the state. It has been sent for the signature of the President of India,” said minister of law and parliamentary affairs and minister of tourism, H K Patil.

He was speaking after inaugurating new court of civil judge and JMFC court in Brahmavar on Saturday August 5. He said, “It is said that justice delayed is justice denied. Therefore the Code of Civil Procedure is amended so that cases may be decided within six months without adjourning them more than thrice. The President’s approval will be received for the amendment soon.

“Several services are being delivered at public door steps. Village courts are being opened this year in order to provide justice quickly and with less cost. As many as 2,000 village courts will be opened in the state in stages at the rate of one court for two or three panchayats.

“There are plans to form ‘case-less’ villages in the state. It will be possible if there are at least two competent people for counselling in every village. Several cases from the Supreme Court to lower courts are not decided even after the time limit. Advocates should provide justice to the petitioners as soon as possible. There will be joy and contentment in the society if cases are disposed of soon.

“There is a request to open a permanent court instead of Brahmavar traffic civil judge and JMFC court. If the necessary file is submitted through the department of judiciary, approval will be granted within 48 hours,” he said.

Minister of women and children’s development, disabled and senior citizen’s empowerment and district in charge minister Lakshmi Hebbalkar said that women should take up legal profession in large numbers. “Female lawyers can argue legally and by feelings and provide justice quickly to the petitioners. There should be more lawyers in the educated and intelligent Udupi district. There are more than 4,000 cases in Brahmavar. The minister of law has assured of opening permanent court here. It should materialize,” she said.

Karnataka high court justice and district court buildings committee president P S Dinesh Kumar said that traffic courts are being started to provide service at door steps. “The court in Brahmavar will work for two days in a week. A proposal will be submitted to the government for a permanent court,” he said.

Karnataka high court judge and Udupi district administrative justice A I Arun presided over the programme.

Chief district and session’s court judge Shantaveera Shivappa welcomed the gathering.

Karnataka state backward class commission president K Jayaprakash Hegde, Vidhan Parishat member Srinivas Poojary, PWD central zone Shivamogga in charge engineer K G Jagadish, Brahmavar advocate’s association president Kadoor Pravin Shetty, secretary Sripada Rao and others were present.
