'Exercise utmost caution', India warns its citizens in Canada


New Delhi, Sep 20 (IANS): The central government on Wednesday issued an advisory for the Indian nationals and the students residing in Canada saying that in view of growing anti-India activities and politically-condoned hate crimes and criminal violence in Canada, all there and those contemplating travel are urged “to exercise utmost caution”.

The advisory from the Indian government came a day after Canada on Tuesday issued a travel advisory to its citizens. It urged its citizens to exercise "high degree of caution" while travelling to India citing terrorism threat.

In a post on X (formerly Twitter), Arindam Bagchi, spokesperson for the External Affairs Ministry, said, “Advisory for Indian Nationals and Indian Students in Canada.”

In the advisory, the MEA said, “In view of growing anti-India activities and politically-condoned hate crimes and criminal violence in Canada, all Indian nationals there and those contemplating travel are urged to exercise utmost caution.”

It said that “recently, threats have particularly targeted Indian diplomats and sections of the Indian community who oppose the anti-India agenda”.

“Indian nationals are therefore advised to avoid travelling to regions and potential venues in Canada that have seen such incidents,” it said.

It further said that our High Commission or Consulates General will continue to be in contact with the Canadian authorities to ensure the safety and well being of the Indian community in Canada.

“Given the deteriorating security environment in Canada, Indian students in particular are advised to exercise extreme caution and remain vigilant,” it said.

Indian nationals and students in Canada must also register with the High Commission of India in Ottawa or Consulates General of India in Toronto and Vancouver through their respective websites, or the MADAD portal madad.gov.in.

“Registration would enable the High Commission and the Consulates General to better connect with Indian citizens in Canada in the event of any emergency or untoward incident,” it added.

On Tuesday, diplomatic relations between India and Canada nosedived over the killing of a Khalistani terrorist Hardeep Singh Nijjar. New Delhi on Tuesday expelled a senior Canadian diplomat based here in a tit for tat move giving similar reply to Canada.

The High Commissioner of Canada to India (Cameron Mackay) received summons on Tuesday during which the Government of India conveyed its decision to expel a senior Canadian diplomat currently stationed in the country. The concerned diplomat has been officially instructed to depart from India within the next five days, a statement issued by the MEA said.

"The decision reflects the Government of India’s growing concern at the interference of Canadian diplomats in our internal matters and their involvement in anti-India activities," the statement said.

The decision came after Canada had earlier expelled a high ranking Indian diplomat.

These developments have occurred after Canada Prime Minister Justin Trudeau on Monday in an emergency statement in Parliament accused the Government of India of involvement in the fatal shooting of Nijjar.

India has rejected claims by the Canadian government that it had an involvement in the killing of Khalistani terrorist Hardeep Singh Nijjar.

India has dubbed the charges as "absurd and motivated".

    Canada has discarded India's warning and said there is absolutely no problem for Indians to visit Canada. India is just jumping the gun with this cautionary advice to make Canada look bad in International diplomacy..Canada is a developed country and the people living there are civilised and sensible...there is probably more gun related violence with Indian citizens in India, than with Canadian nationals...don't worry.

    A lot of nefarious activities are going on in the name of Khalistan. The so called Khalistani leader, Hardeep Singh Nijjar was killed by rival faction within the Sikh community in retaliation for the Jul . '22 killing of Ripudaman Singh Malik , who was the main accused of 1985 Air India bomber. Apparently, the Modi government had agreed to unofficially pardon him if he worked as Indian agent reporting on Khalistani activities in Canada.

    Dear Alwyn Kudla, I am really interested to know how you came to that conclusion? Canada is a country home to maximum number of Pakistanis, its retired generals and most importantly, Pakistani nationals just disappear from thin air and Canadian Govt concludes within 24 hrs that a happily married lady who is outspoken critic of Pak establishment death by suicide. The latest is the death of Sikh Canadian immigrant. He was killed in broad daylight. Then, our Punjabi Singer was murdered by Canada based (but currently in Tihar) gangster. It is safest place for well-meaning naturalized Canadian citizens. Then there are those bad apples, Canada imports day in and day out, who go on to become electorate there. All in all, calling Canada safest place on earth means, you are assuming too much out of your Kudla experience.

    Even before decorations removed and memories fade of G20 summit meeting in Delhi a tussle between two G20 member countries on the basis of vote bank politics to appease thier candidates. Both india and Canada are at fault here and the ruling parties of both the countries have similar communal idealogy to garner votes. Liberal party of Justin Trueado and Modi of BJP both are power hungry and are anti constitutionals.

India and Canada have been at odds diplomatically since many years (even when father of current PM was PM) even before the present Govt. Our Sardarji in MMS had brought this issue up during his trip to Canada. Did you forget Air India bombing that blew off over our former colonial masters? What G20 and what politics? Canada has history of appeasement of its minorities (in this case fake certified Punjabis who are oppressed(???) in Punjab, India). Get your facts right, and do not spread fake narratives of ISI here.

    When Canada is so sympathetic to and supportive of Khalistan they might as well make it feasible. Canada is second largest country in the world. It is sparsely populated with vast unutilised land available. Canada can identify a piece of land within the Canadian territory where Sikhs desirous of Khalistan come together from around the world and form autonomous Khalistan state. If such an autonomous state succeeds in demonstrating it's ability as a stable and sustainable polity then they may be allowed to become independent Khalistan. Jai Hind!!! 🫡

    Don’t worry. There is no open threat to Indians in Canada. It is a tit for tat statement In response to advisory from Canada. But in colleges, offices there may be a resistance and anger from Sikhs. Canadians in general are not involved in this. So nobody should worry coming to or living in Canada.

    What is bothering is the bold statement that Indian nationals and students should use extreme cauion in Canada as if the threat comes from Canadians generally. There are fringe elements which have issues, but that is with annyone who looks like an Indian (Hindu, Muslim, Christian, Parsu or whatever.. and even looks like one (as the geneeral "swear" word for all brown skinned people - especially those who wear etnic clothes (like saris) are Indians, unless they are "mixed". No Canaduab asks a person whether he is an Indian, let alone whether he is a Canadian citizen. In their minds, all Indians and Pakistanis are PAKIS. So, the caution issued by India is meaningless ....
