Government revises passport rules: New guidelines for proof of birth

New Delhi, Mar 1: The government has made amendments to the Passport Rules, 1980, now known as the Passports (Amendment) Rules, 2025, through a gazette notification issued on Friday. These revisions specifically relate to the documents required as proof of birth when applying for a passport.

Under the new regulations, applicants born before October 1, 2023, must submit one of the following documents as proof of their date of birth:

• Birth certificate issued by the municipal corporation
• Matriculation or school leaving certificate
• PAN card
• Service record or pension pay order (for government servants)
• Driving license
• Voter ID card
• Insurance policy bond with date of birth issued by LIC or any other public company

For individuals born on or after October 1, 2023, the only accepted proof will be a copy of the birth certificate issued by the Registrar of Births and Deaths, the Municipal Corporation, or any other authorized entity under the Registration of Births and Deaths Act, 1969.
