Goa forms new steering committee to regulate mega project approvals

Panaji, Mar 30: A newly established steering committee, led by Chief Minister Pramod Sawant, will now oversee and regulate approvals for mega projects in Goa.

The announcement, made during the Budget session, comes amid growing opposition to large-scale developments in villages. Many residents have expressed concerns that approvals were granted without their knowledge and questioned the region’s capacity to support such projects.

Speaking to media persons, Sawant emphasized that Planning and Development Authorities, along with other agencies under the Town & Country Planning (TCP) department, must strictly adhere to regulations. He also stressed the need for tighter oversight, stating that the committee will have the power to approve or reject projects based on infrastructure feasibility.

“If a mega project requires approval, the committee will assess its viability. If the necessary infrastructure is lacking, the approval will not be granted. Micro-planning is crucial because, in villages, large land parcels are often sold to developers who propose major projects without ensuring adequate infrastructure. This has led to public protests,” he explained.

For the first time, key government departments—including Public Works, Water Resources, Electricity, and Sewerage—will be directly involved in the approval process.

Sawant acknowledged that the absence of these agencies in previous approval procedures had led to inconsistencies, particularly at the village panchayat level. The framework and operational guidelines for the new steering committee will be officially notified soon.
