New Delhi, Apr 19: The Congress on Saturday announced the launch of a major nationwide ‘Samvidhan Bachao’ (Save the Constitution) campaign, aimed at protecting constitutional values, promoting social justice, and countering what it alleges is the misuse of central agencies by the BJP-led government.
The campaign announcement comes in the backdrop of mounting concerns over the Enforcement Directorate’s (ED) role in the National Herald case, which Congress leaders have repeatedly called a “politically motivated witch-hunt” targeting Sonia Gandhi and Rahul Gandhi.
At a high-level strategy meeting chaired by Congress President Mallikarjun Kharge, senior party leaders discussed the implementation of the Ahmedabad resolution titled “Nyay Path: Sankalp, Samarpan, Sangharsh”. The focus was on reinforcing grassroots mobilisation and defending democratic institutions.

As part of its organisational strengthening, the party will expand its ‘Sangathan Srijan Abhiyan’, first launched in Gujarat, to other states. This initiative focuses on revitalising District Congress Committees (DCCs), with five observers assigned to each district and new DCC presidents to be appointed by May 31.
Congress General Secretary Jairam Ramesh announced that the 'Samvidhan Bachao' campaign will unfold in four phases: state-level rallies from April 25 to 30, district-level mobilisation from May 3 to 10, assembly constituency campaigns from May 11 to 17, and a door-to-door awareness drive from May 20 to 30. These phases aim to raise public awareness about perceived threats to the Constitution, the independence of institutions, and democratic norms.
The campaign, aligned with the Ahmedabad resolution, revolves around three justice pillars—social, economic, and political. Under social justice, the party is demanding a nationwide caste census, reservations for SCs, STs, and OBCs in private educational institutions, and the removal of the 50 per cent ceiling on reservations.
On economic justice, Congress is pushing for a legally guaranteed Minimum Support Price (MSP) for farmers based on the Swaminathan Commission recommendations, immediate farm loan waivers, and a revival of shuttered MSMEs across the country.
On the political front, the party is calling for stronger institutional safeguards and accountability mechanisms.
Addressing the media, Jairam Ramesh accused the BJP government of weaponising institutions like the ED and engaging in political persecution rather than legal accountability.
“This is no longer a legal issue; it's about political vendetta and intimidation,” said Ramesh, adding that senior Congress leaders will hold press conferences across India between April 21 and 24 to further expose what he called a “coordinated assault on democracy”.
He warned that the government’s actions represent a “criminal mindset” bent on eroding the Constitution, and vowed that Congress would not be silenced or deterred.
As the political climate intensifies ahead of the upcoming elections, the Congress party appears set to position the defence of constitutional values and institutional integrity as a central theme of its campaign — directly challenging the ruling BJP’s governance narrative.
