NIA charges nine in Sirsa police station grenade attack case

Sirsa (Haryana), May 26: The National Investigation Agency (NIA) on Tuesday filed a chargesheet against nine accused, including two Pakistani nationals, in connection with the grenade attack on a women’s police station in Haryana’s Sirsa district in November 2025, officials said.

According to the NIA, the chargesheet was submitted before the Special NIA Court in Panchkula under provisions of the Unlawful Activities (Prevention) Act [UA(P) Act], Bharatiya Nyaya Sanhita (BNS), and the Explosive Substances Act.

The accused include Pakistani handlers Shahzad Bhatti and Sohail Ahmad alias Sohail Baloch, along with seven Indian nationals identified as Dheeraj alias Dhiru, Vikas alias Vikky, Sandeep alias Daimar, Vikas, Sushil alias Sillu, Md. Sijaan alias Sijaan ‘Ghazi’, and Gurjant Singh.

Investigators said the grenade attack was allegedly part of a larger terror conspiracy masterminded by Shahzad Bhatti, described by officials as a Pakistan-based gangster-turned-terrorist. The plot reportedly aimed to spread fear by targeting police stations and security personnel in India.

The NIA investigation revealed that Bhatti and Sohail had allegedly recruited and radicalised operatives in India through social media platforms and encrypted communication channels.

Officials said Bhatti had built operational networks inside India and assigned local modules to execute attacks on police establishments. Dheeraj, according to investigators, acted as the key India-based coordinator who maintained contact with local operatives and supervised the execution of the attack.

After conducting reconnaissance at multiple locations, the accused allegedly selected the Women Police Station in Sirsa as their target.

Investigators further found that the accused had travelled to Amritsar to obtain the grenade used in the attack from co-accused Gurjant Singh.

The grenade attack took place on November 25, 2025, and was allegedly recorded on a mobile phone by the accused for circulation and propaganda purposes.

The agency stated that the accused remained in communication with their Pakistan-based handlers even after carrying out the attack. Investigators claim the evidence establishes a complete network involving recruitment, funding, operational planning, procurement of explosives and execution of the terror act under foreign direction.

The NIA said it has gathered substantial digital, forensic, documentary and electronic evidence during the probe and is continuing its investigation into the broader conspiracy, including international links and funding channels.

Officials added that efforts are underway to trace and arrest other absconding accused connected to the case.
